VIDIFI commits to opening the Hanoi - Hai Phong expressway in 2014

Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) and Vietnam Development Bank (NHPT) are determined to direct the completion of the Hanoi - Hai Phong expressway project on schedule.

The highway holds the most records in Vietnam

Hanoi - Hai Phong Expressway is a key project of the transportation industry and currently holds many records.  This is the first time a modern, large-scale highway is invested in the BOT form, with a bank as the investor and using less than 30% of the total investment from the State. It is also the most modern highway in Vietnam with a design speed of 120km/h, 6 main lanes, 2 emergency stop lanes, toll collection in a closed form, both sides have a system of collector roads connecting to local roads and 2 strips. green tree. The site clearance scope is 100m wide, of which the cross-section of the main road is 33m wide, the total length of the route is 105.5km.

The special thing about the project is that the ministries and branches evaluate it as a large-scale transportation project with quick site clearance and up to this point the project "has not had any complicated lawsuits regarding site clearance", while the project area that must be cleared for phase 1 on the entire route is very large (1,106 hectares), including residential land, agricultural land and other land. Up to now, about 1,102 hectares have been handed over to the construction contractor, equal to 99.6%, while about 4 hectares or 0.4% of the area has not been handed over, mainly residential land.

The investor proactively and decisively implements the project

Currently, NHPT has been actively negotiating to mobilize capital for the project. The total capital that Development Bank has mobilized from international organizations is 600 million USD and international financial and credit institutions have committed to lending nearly 400 million USD, bringing the total capital mobilized from international organizations to nearly 1 billion USD, equivalent to 20,600 billion VND to finance the Hanoi - Hai Phong expressway project. The remaining investment capital will be arranged by the Development Bank using domestic loans.

VIDIFI is hiring a consultant to evaluate the value of capital recovery from the allocated land fund, especially Gia Lam Urban Area. On that basis, a report will be compiled to the State agency competent to sign adjustments to BOT contracts and relevant ministries, branches and localities to unify the financial plan of the BOT contract at the present time (when the total investment and land fund have been determined) to submit to the Standing Government in the second quarter of 2012.

Site clearance work is directed drastically from central to local levels. On February 13, 2012, Deputy Prime Minister Hoang Trung Hai sent an official telegram requesting localities to focus on directing the complete settlement of site clearance, resettlement, and handing over clean premises to investors before March 31, 2012. Provinces and cities delaying handover of site clearance is the main reason leading to slow progress of the project. However, VIDIFI is fiercely and proactively coordinating with localities to implement it.

The investor's project quality management is also given special attention with the investor establishing a Project Management Board and hiring foreign supervision consultants to perform construction supervision, a quality management system is established from construction contractors, supervision consultants... the investor according to regulations to carry out construction quality control.

The Korean - Vietnam consulting joint venture has completed the technical design and estimates of 9/10 construction and installation packages; VIDIFI has signed a contract with international supervision consulting contractors Meinhart International (of Australia) and Vjec (a consulting joint venture of Japan and Vietnam); signed construction contracts for 9/10 main construction and installation packages, expected to sign the remaining packages in the second quarter of 2012; Packages EX-2,3,7,9,10 will be basically completed in December 2013, the remaining packages will be basically completed in 2014 and opened to technical traffic, striving to exploit in 2015.
