The official opening marks the third interchange in this area to become operational, following the interchanges on National Highway 38B (Gia Phuc commune) and Provincial Road 392 (Nguyen Luong Bang commune). In Hai Phong, the Hanoi-Hai Phong expressway currently has six interchanges, gradually completing the connection system.

The project is funded by Kinh Bac Urban Development Corporation - JSC under an agreement signed on January 4, 2022, with a total investment of 350 billion VND. The project received investment approval in February 2022.
The project was initially behind schedule due to the need to address weak soil conditions.
The overpass is designed with composite steel box girders and a reinforced concrete deck 15.5m wide.
The interchange is a Class II transportation project, comprising a 224.2m long highway overpass, a pedestrian underpass, and a system of access roads, service roads, and bypasses totaling approximately 3.37km. The drainage, lighting, and traffic management systems have been comprehensively invested in.
The project commenced in April 2022 and was expected to be completed by the end of 2024. However, construction encountered difficulties due to weak geological conditions and complex soil foundations, forcing the contractor to reinforce foundation treatment and control settlement, thus delaying the progress.

Previously, Ha Dong commune faced many difficulties in transportation due to being surrounded by rivers. Transportation infrastructure has been improved through projects such as Hop Thanh Bridge, Quang Thanh Bridge, and Provincial Road 390, completed in 2024.
Local residents say that having the interchange right in their area helps shorten travel time to Hanoi, reduce costs, and increase convenience in daily life and production.

The project not only serves Ha Dong commune but also facilitates easier connection between Thanh Ha, Ninh Giang, and Tu Ky areas to the expressway. The efficient operation of the expressway contributes to reducing congestion on National Highway 5.
The intersection with Provincial Road 390 is expected to become a crucial connecting axis between the western region and the urban center, industrial zones, and seaports in the east, creating momentum for socio-economic development in the new phase.
