Checking at the scene, City Party Secretary Nguyen Van Thanh stated clearly that the Hanoi-Hai Phong expressway project is a key national project, prioritized and closely directed by the Government. Therefore, it is necessary to urgently seriously complete the clean ground and hand it over to the construction contractor. People's recommendations related to the construction process of this important project need to be resolved thoroughly and in accordance with regulations.

After listening to the investor, construction contractor and relevant localities report on problems in site clearance and problems during project construction, the City Party Secretary requested the investor, sectors and localities to immediately implement specific solutions. Regarding the case of some households along the road being affected by vibrations during the construction process, the City People's Committee needs to invite experienced authorities to research and provide accurate results on the impact, as a basis for making decisions on compensation and support for people. Localities established working groups with the participation of sectors and investors to inspect and determine the extent of damage according to households' recommendations. Households located within the area where the earthquake was determined but have not yet made a petition will still organize an inspection and determine the damage. Regarding the petition of the people of Huu Bang commune (Kien Thuy district) about the construction of an underground sewer in Kim Doi 3 village, due to lack of complete information, the people and some officials do not understand correctly about the project's characteristics. Kien Thuy district needs to coordinate with the investor to review the standards, organize dialogue, and explain clearly so that the people understand.

In An Lao district, due to problems related to 13 households regarding land in My Duc commune, the Secretary of the City Party Committee directed the district to set up a council to review the households in accordance with the law. For 12 households in Duong Kinh district that have not yet handed over the premises, Duong Kinh district reviews policies and pays support. During implementation, absolutely do not make mistakes or affect people. According to regulations, if any household intentionally does not relocate, enforcement will be required. Drainage works, in-field irrigation systems, road return... are affected during construction, the City People's Committee, based on the regulations, coordinates with the investor to resolve the issue completely. An Lao, Kien Thuy and Duong Kinh districts need to focus more on site clearance work, organize propaganda, mobilize people, launch emulation movements, enhance site clearance responsibility to serve project construction, considering this as one of the criteria for completing local political tasks.
