The nearly 23 km section of the Hanoi - Hai Phong expressway project with 6 lanes and a speed of 120 km/h is being urgently completed and opened to traffic on May 27.
The Hanoi - Hai Phong expressway project with a total length of 105.5 km and 6 lanes including 2 emergency stop lanes has completed the first 22.7 km. This route allows cars to run at a maximum speed of 120 km/h. Total investment is 45,487 billion VND. The project management board plans to open traffic and temporarily operate from the intersection of National Highway 10 (km74+000) to the intersection with Pham Van Dong street, Hai Phong (km96+700) on May 27.

The starting point of the expressway is at Ring Road 3 in Hanoi, the ending point is near Dinh Vu port (Hai An, Hai Phong). When completed, the entire route will shorten travel time between Hanoi and Hai Phong from 2.5 hours to less than 1.5 hours.

The roadbed width is 33m, 54 large and small bridges, 108 underground culverts, 9 intersections.

Previously, the Vietnam Infrastructure Development and Financial Investment Corporation reported and invited the State Acceptance Council to inspect the items and give approval for putting the 22.7 km section into operation while waiting for the Ministry of Finance's opinion to approve the toll fee.

Vietnam Infrastructure Development and Financial Investment Corporation proposes to apply a toll of 1,500 VND/km/standard vehicle, similar to the fee being implemented on the Noi Bai - Lao Cai, Ben Luc - Long Thanh and Cau Gie - Ninh Binh expressways (4-lane section).

Specifically, the fee will be 35,000 VND/vehicle for cars with less than 12 seats, vehicles with a load capacity of less than 2 tons, and public transport buses. For vehicles with a load capacity of 18 tons or more, 40-foot container trucks are 180,000 VND/vehicle. Means of toll payment at Km 95+800 toll station in Hoa Nghia ward, Duong Kinh district (Hai Phong).

There are 7 grade-level intersections at intersections with national highways, including 17 large bridges, 24 medium bridges, 22 overpasses and intersection bridges (total bridge length is about 14 km). The project uses Asphalt Polymer mats and a rough layer on the surface to ensure safety for vehicles running at a speed of 120 km/h. This is a new technology applied throughout the route.

The sign system has been installed in some sections of the 22.7 km Hanoi - Hai Phong expressway that is about to open to traffic.

Barriers prohibiting livestock were also erected along the route.

The frontage road area on both sides is basically completed.

The section runs through Hoa Nghia commune, Duong Kinh (Hai Phong).

The rest stop area has now been leveled and is preparing to deploy the housing construction package.

The remaining bidding packages of the Hanoi - Hai Phong expressway project are being urgently completed.

People passing through this highway will see many beautiful scenery on both sides of the road.

The end point of the 27.2 km road section that is about to open to traffic is the intersection with National Highway 10 (km74+000).

The next package, the section from the intersection of National Highway 39 (Hung Yen district) to the intersection of Provincial Highway 353 (Hai Phong), 76.4 km long, will be exploited from August 2015. From 2016, according to the proposed financial plan, the toll fee for this route will be 2,000 VND/km/standard vehicle.
The Hanoi-Hai Phong expressway project started construction in May 2008, passing through 4 provinces and cities including Hanoi, Hung Yen, Hai Duong, Hai Phong with a total length of 105 km. The total investment in this expressway is 45,487 billion VND, from loans from the Vietnam Development Bank. The initial capital is estimated at nearly 25,000 billion VND.
