Tet without a break at the Hanoi-Hai Phong expressway construction site
We returned to the construction site of the Hanoi-Hai Phong highway in the last days of 2012. The 2013 Tet holiday atmosphere was bustling and exciting on every road, but at this construction site it seemed like there were no days off.
Talking with engineers and experts of the Investor (Vidifi), construction contractors as well as Supervision Consultants on the construction site, we learned that there are more than 3,000 workers and over 400 foreign engineers and experts who have been working at this construction site. On peak days, there are nearly 1,500 people working. Currently, in many bidding packages, Korean, Chinese, and Vietnamese workers and experts still work three shifts continuously without a break. All are trying to speed up the progress, regaining the time that has been delayed due to site clearance and weak ground treatment, determined to open the route through Hai Phong City by the end of 2014 and the entire project by the end of 2015.

Our recognition, after a day of inspecting the construction site from start to finish, from the EX1-EX10 package with a total route length of 105.5km, passing through 4 provinces and cities: Hanoi, Hung Yen, Hai Duong and Hai Phong, is a very urgent working atmosphere. A large construction site with a 33 m wide embankment for 6 lanes, a huge amount of excavated soil, but not by human power but mainly by construction machinery. And here, we witnessed the largest concrete mixing plant operating with many modern machinery and equipment being put into highway construction for the first time.

Many overpasses with formwork scaffolding systems, dense concrete interspersed with beautiful welding flames like fireworks on the construction site even though the winter weather is somewhat cold... Many Korean and Chinese engineers, experts and American supervision consultants like Mr. Poserph Kuck at EX7 are very happy because the heaviest parts of work such as site clearance and soft ground treatment of the bidding package have passed. The scaffolding has now risen, many bridges have collapsed, the two largest bridges of the project such as Thanh An bridge (EX7), Lach Tray bridge (EX10) have basically completed the most difficult parts of the lower structure... All the images and sounds on the construction site brought radiant joy to the owners and guests on the last day of 2012.

Therefore, the Investor has established a Project Management Board and hired a foreign supervision consultant to perform construction supervision. A quality management system is established from construction contractors, supervision consultants... investors to best control project quality.

The pillars of Thanh An bridge have risen high
According to the leader of Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI), after nearly 4 years since the start of construction, the site clearance work has basically been completed, 9/10 bidding packages have been implemented. The Hanoi - Hai Phong expressway project is implemented in the BOT form, not using state capital. VIDIFI has actively worked with provinces and cities to speed up the progress of surveying and planning urban areas and industrial parks according to Decision No. 1621/QD-TTg dated November 29, 2007 of the Prime Minister on a number of pilot mechanisms and policies for investment in the Hanoi - Hai Phong Expressway Project to invest and recover capital.

Because of the progress of the project, this Tet he did not return home but stayed at the construction site with his fellow workers. According to Mr. Li Hong Wei, the most difficult job today is focusing on dealing with sinking ground. While waiting, the unit is focusing on constructing the overpass. The construction site will not take a break for New Year's Day, and will only give workers one day off for Lunar New Year, all for the progress of the contract package.

At package EX4, Hai Duong district, Mr. Lee Moon Hee - Project Director said that package EX 4, 15km long, has a construction period of 36 months, a construction package that has only been started for 15 months. Although the first phase of site clearance work was slow, as well as the complex work of handling soft ground, the current progress has reached 26%. More than 2 km of section through Hai Phong is being covered with ATP layer
In the EX9 package, young engineer Hoang Minh Duc, representative of the supervision consulting unit, joked: You see, Shandong Road and Bridge Group Co., Ltd. (China) won the bid for the entire EX8+EX 9 package. They worked very diligently, plus the machinery and equipment brought from China was quite complete, so the work progress was very guaranteed. Currently, the earliest completed section on the route, Hai Phong area has a very beautiful ATP layer, ensuring the technical requirements of the project. Modern concrete mixing plant with large capacity of over 300 tons/h operates continuously. If this progress continues, this will be the fastest bidding package to finish, earlier than required. According to Mr. Wang Yu Chi, Director of Son Dong Bridge and Road Group Co., Ltd., they will complete the first EX9 package in Hai Phong at the end of 2013.
