Supporting the construction of Hanoi - Hai Phong expressway
Hanoi - Hai Phong Expressway is an important route of the Northern Delta key economic region, with a length of 105 km, passing through four provinces and cities: Hanoi, Hung Yen, Hai Duong, Hai Phong. This is a type A project, design speed 120 km/h, with six lanes expected to be completed and put into use by 2015. The entire route has a total of 104 underground tunnels, 322 sewers and a system of collector roads running along the route.
This route through Hung Yen province has a length of 26.5 km, divided into two packages, EX2 and EX3. Site clearance work has been basically completed, the site has been handed over to contractors to carry out construction. Package EX3 from K19+00 to K32+700 goes through Khoai Chau district, Yen My and communes Xuan Truc, Van Du, Dao Duong, Tan Phuc, Bai Say (An Thi district). During the construction of the expressway, there were many inadequacies that affected people's lives, such as vehicles carrying materials damaged and polluted the environment on many routes. The construction of the road has affected travel, irrigation, drainage... People in the road construction area have sent many complaints to authorities and investors about the above mentioned inadequacies. Authorities and investors at all levels have received applications and letters and gradually resolved people's frustrations, and have implemented many remedial measures.
In the process of dealing with inadequacies related to people's lives, a part of the people of Ninh Dao village, Tan Phuc commune did not agree with the investor's solution on the construction of underground tunnels, irrigation and drainage systems through the territory of Ninh Dao village and sent a petition to a number of authorities, including: The investor and contractor should cut corners and not build underground tunnels at Km 30+360, in Ninh village. Religion; The investor does not care about the rights of the people and deliberately does not immediately construct the underground tunnel, causing difficulties for the people's lives; The contractor built a high load foundation to block people's roads leading to the cemetery, built a temporary road but went around a long distance, affecting people's travel. The investor and contractor did not build an irrigation and drainage system, causing drought and waterlogging, affecting farmers' production... Some people went to the construction site to prevent the contractor from working, affecting the construction progress. Government levels and functional agencies in Hung Yen province have worked with the investor, Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) to resolve people's complaints; The investor's unit has taken steps to overcome a number of pressing issues affecting people's lives and has responded in writing to the letter affirming: The underground tunnel at Km30+360 in Ninh Dao village, Tan Phuc commune has been included in the technical design of the project from the beginning, the investor has assigned the contractor to construct according to the contract, there is no cutting or trimming to reduce costs or personal gain. According to technical requirements, in order to construct an underground tunnel at Km30+360, the weak soil must be treated. The contractor must build a load-bearing road foundation at a height of about 6.5 m above the residential road and must wait for subsidence for 12 months, then unload, and then organize construction; However, the contractor had only just built the road to a height of 4.9 m when some people obstructed and destroyed the roadbed to increase the load, not allowing the contractor to continue construction. Regarding temporary road arrangement, the contractor has arranged a temporary road on the service road, around Highway 38 with a total length of about 700 m. The contractor has added a temporary road with a slope on the embankment and at the request of the People's Committee of An Thi district and the people of Tan Phuc commune, the contractor has rebuilt the temporary road across the highway by pouring concrete with a lower slope to facilitate people's travel. Regarding the irrigation and drainage system, the contractor has completed four of the five irrigation and drainage sewers (one sewer has not been completed due to an electrical line that has not yet been relocated). Four current temporary culverts serve enough water for irrigation and drainage for production... After unloading, the contractor will organize the construction of permanent irrigation and drainage culverts according to the approved design. Overcoming the above shortcomings of the investor and contractor at Km30+360 in Ninh Dao village has received sympathy and support from a large part of the people in the area; However, at present, some people continue to obstruct the construction contractor, seriously affecting the construction progress of the project.

The project to build the Hanoi - Hai Phong expressway is a key national project. The authorities and mass organizations of Hung Yen province need to continue to coordinate with the investor to organize propaganda and mobilize people to create conditions for the contractor to carry out the construction according to the project design; At the same time, there must be measures to support construction contractors so that the Hanoi - Hai Phong expressway can be constructed smoothly, ensuring timely progress and putting into use by 2015.
