Minister of Transport Dinh La Thang requested the Ministry's agencies to closely monitor and create the most favorable conditions for the Hanoi-Hai Phong expressway to open to traffic in October 2015.

At the working session between the Ministry of Transport and Vietnam Infrastructure Development and Financial Investment Corporation (Vidifi) on April 15, Vidifi Chairman Dao Van Chien said: Vidifi has actively implemented the project to ensure progress according to the direction of the Prime Minister and the Ministry of Transport. Up to now, site clearance, technical design and technical design adjustment of the main construction and installation packages have been basically completed. 11/11 main construction and installation packages have been deployed. However, there are currently some difficulties affecting the project progress.

Specifically, problems with site clearance; The progress of the EX-1B bidding package is slow; The technical design and cost estimates of bidding packages under the Project did not complete the progress goals as directed by the Prime Minister; Material supply work in the city area. Hanoi's service of EX-1A and EX1B packages is still delayed.

Mr. Chien also expressed concern about the financial situation of 9/11 foreign contractors. According to contract terms, contractors must use working capital to reserve materials, however, most main contractors do not mobilize enough working capital as committed and mainly rely on monthly payments from investors. This leads to widespread failure to promptly pay debts to subcontractors, suppliers of materials, equipment, and labor.

"For this reason, the main contractors cannot hire quality subcontractors, or the subcontractors arbitrarily stop construction, leading to slow progress of the project. Including Korean contractors, although they have not finished their work, they are planning to "work" on a number of other expressway projects in the Central region," Mr. Chien said.

Listening to Vidifi's problems, Minister Dinh La Thang suggested that no matter how difficult it is, we must be determined to complete the project. "From now until the end of the project, there is very little time left, but the amount of work still has a lot of backlog. Therefore, the units must coordinate closely with each other and speed up the progress to be able to complete the project in accordance with the Government's direction," the Minister requested.

Minister Dinh La Thang emphasized that in order to complete the project on schedule, he requested the Department of Construction and Quality Management of Transport Works (Ministry of Transport) to develop a draft telegram and submit it to the Government leaders requesting that the localities of Hanoi and Hai Duong and the Ministry of National Defense need to soon hand over the premises at the remaining points in April 2014. The People's Committee of Hung Yen province must clear the site and hand over the area of ​​the intersection of National Highway 39 to Vidifi no later than September 2014 so that the contractor can promptly carry out the project's intersection construction.

During the meeting, Mr. Le Xuan Sinh, General Director of Project Management Board 6, pledged that in July 2014, he would complete the selection of a contractor to organize the construction of Luc Dien bridge, connecting to the intersection of National Highway 39. According to schedule, in April 2015, it will be completed and connected in advance to the first 25km expressway section passing through Hai Phong.

In addition, the Minister also requested the Transportation Design Consulting Corporation (TEDI) and the Transportation Construction Corporation 1 and 4 (Cienco 1, Cienco 4) to take drastic action and share difficulties with investors. For foreign contractors who perform negligent construction, the Minister will directly work to correct them. If there are no changes, they will consider not allowing them to participate in other projects.

The Hanoi-Hai Phong expressway project has a length of 105.5km, belongs to a type A expressway, design speed is 120km/h, includes 6 main lanes, 2 emergency stop lanes, 2 sides have a collector road system connecting to local roads and 2 strips of green trees. Land clearance scope is 100m wide. The project goes through 4 provinces and cities: Hanoi, Hung Yen, Hai Duong and Hai Phong. The starting point of the project starts from Ring Road III of the city. Hanoi, about 1,025m from Thanh Tri bridge abutment; The last point ends at Dinh Vu dam, Hai An district, city. Hai Phong. The project was implemented with 11 construction and installation packages. It is expected to put the whole line into use in 2015.
