Speed up the progress of the Hanoi - Hai Phong expressway project
Working with the Hanoi - Hai Phong Expressway contractors, Minister of Transport Dinh La Thang requested to drastically organize construction to speed up progress.
On February 13, 2013 (the 4th day of Tet), Minister Dinh La Thang and the Working Group of the Ministry of Transport coordinated with a number of localities passing through the Hanoi - Hai Phong Expressway to check the progress and give Tet gifts, encouraging officials and workers working on the construction site.
The Hanoi - Hai Phong Expressway with a length of 105 km is a key project. Putting this route into operation soon will create a driving force for socio-economic development in the region and the whole country. However, up to now, the Hanoi - Hai Phong Expressway is behind schedule according to the original plan due to a number of objective and subjective reasons. In particular, technical handling of soft ground and site clearance are two major issues.

Up to now, after basically resolving the above two difficulties, the construction progress has been accelerated. According to the representative of investor Vidifi, the construction volume of the entire route has reached 35%.
Working with a number of contractors during an inspection trip on February 13, Minister Dinh La Thang requested that construction be organized actively, without adjusting the schedule.
The contractors also committed to Minister Dinh La Thang's determination to accelerate construction progress in 2013 to achieve the set plan. Minister Dinh La Thang hopes that the contractors already have high determination and should concretize it with specific actions and work.

During Tet days, on the Hanoi - Hai Phong Expressway construction site, contractors still try to mobilize maximum human resources to work. Even at package EX 5, the slowest package on the Hanoi - Hai Phong Expressway, currently only 28% completed, the working atmosphere during Tet is still vibrant and urgent.
The Hanoi - Hai Phong Expressway supervision unit, Meinhart Company (Singapore), mobilized nearly 200 domestic and foreign engineers and experts to supervise 10 Hanoi - Hai Phong Expressway packages. According to the assessment of Mr. James Lynn, representative of Meinhart Company, in 2013, all bidding packages can speed up the construction progress and overcome difficult problems.
Package EX 4 constructed by contractor Keangnam currently has only reached 29% volume while half of the contract time has expired. The reason for the slow progress is due to the treatment of weak ground. After this difficulty was resolved, the construction progress has recently been accelerated and the contractor's representative pledged to complete it as planned. However, Minister Dinh La Thang still cautioned contractors not to be subjective because the workload is more than 70% and the remaining time is not much.

Similarly, other contractors in the meeting with Minister Dinh La Thang all showed high determination and commitment to complete construction to ensure the goal of opening the entire route to traffic in 2015.

Minister Dinh La Thang emphasized that speeding up construction progress should not ignore the issue of quality assurance and requested the supervision unit to focus on quality control and negative prevention.
