Speed up construction to soon operate the Hanoi-Hai Phong expressway
On the afternoon of February 19, Deputy Prime Minister Hoang Trung Hai chaired a briefing on the implementation of the Hanoi-Hai Phong expressway project and urged the implementation of tasks to put the route into operation as soon as possible.
According to a report by Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI), up to now 11 bidding packages covering 105km of the entire route are being implemented. Following closely the direction on construction work of Deputy Prime Minister Hoang Trung Hai at the briefing in November 2013, it is expected that by the end of this year, the project will technically open 25 km of the route (from Hai Phong City to the intersection of Provincial Road 353); In April 2015, about 90km will be opened to traffic and by the end of 2015, the entire route will be put into use.
Up to now, site clearance work has been basically completed with 99.92% of the area, technical design, quality management, and official project approval procedures are also being implemented according to the progress plan.
The investor also reported a number of remaining issues, including issues related to the capacity of some contractors, total investment, BOT financial options, design adjustments and site clearance issues.
Considering the overall situation of the Project, Deputy Prime Minister Hoang Trung Hai directed the Ministry of Transport and the investor to continue solutions to remove problems and speed up construction to put into operation as soon as possible the Hanoi-Hai Phong Expressway Project, creating a new, modern route and reducing traffic load in the Northeast of the Capital. The Ministry of Transport reviews and decides on exploitation plans and financial plans according to the progress of the project's ongoing and to be completed sections.
The Deputy Prime Minister also requested the investor to work with the locality and contractors to completely resolve the land clearance issue and come up with a plan to compensate for land subsidence to ensure the quality of project exploitation.
Regarding a number of other recommendations, Deputy Prime Minister Hoang Trung Hai requested to organize consultation on financial handling and resolving contract problems of contractors./.
