According to a report by Vietnam Infrastructure Development and Financial Investment Corporation (Vidifi) - the project investor, up to this point, site clearance in the city has encountered many difficulties, not meeting the contractor's construction schedule. In An Lao district, some households have not received compensation or support higher than the approved level or requested resettlement. Especially households on the road side, in the National Highway 10 traffic corridor, and households with residential land on Road 302, Tan Vien commune. In addition, the foundation location of electric pole 84 has not been cleared yet. In Kien Thuy district, because the locality has not determined the specific number of households needing resettlement, the resettlement area design documents cannot be completed. In Duong Kinh district alone, there are still 61 households along Pham Van Dong street (Hai Thanh ward) whose land has not been handed over. Among the localities involved in site clearance of the Hanoi-Hai Phong expressway, up to now, Hai An district has completely resolved and accelerated the moving progress of technical infrastructure projects such as water supply, information-telecommunications, electricity...

According to the Prime Minister's urgent telegram, by March 31, 2012, Hai Phong must complete site clearance of the entire route and hand it over to the investor. Relevant localities must urgently review remaining problems and immediately resolve them on the basis of the most beneficial benefits for the people, but must comply with the provisions of law.
