Request the Presidents of 7 provinces and cities to completely resolve site clearance for 2 expressway projects

The Prime Minister has just issued a telegram requesting the Chairman of the People's Committees of 7 provinces and cities (Hanoi, Vinh Phuc, Phu Tho, Yen Bai, Hai Phong, Hai Duong, Hung Yen) to focus on completely resolving the site clearance and resettlement of the 2 Noi Bai - Lao Cai and Hanoi - Hai Phong expressway construction projects.

The dispatch clearly stated that currently, the Noi Bai - Lao Cai Expressway Construction Project invested by the Vietnam Expressway Development Investment Corporation (VEC) and the Hanoi - Hai Phong Expressway Construction Project invested by the Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) are at risk of not being completed on schedule due to delays in handing over the site.

To ensure the completion of projects on schedule, the Prime Minister requested the Chairman of the People's Committees of provinces and cities with passing projects to focus on completely resolving the work of site clearance and resettlement.

Hand over clean site of Noi Bai - Lao Cai Expressway Project before December 25, 2012

For the Noi Bai - Lao Cai Expressway Construction Project, the Prime Minister required localities to hand over the clean site to the investor before December 25, 2012.

Hanoi City must move public works in Tan Dan commune, and at the same time, take measures to completely resolve problems for the remaining households who have not agreed on a compensation plan, whose land is in dispute or have received compensation but have not yet handed over the land in Tan Dan commune, Soc Son District, specifically: 5 households on agricultural land and 4 households on residential land.

Vinh Phuc province urgently completes the construction of the resettlement area in Nam Viem commune (Phuc Yen); moving 5 electric lines from 0.4 ÷ 110KV and 2 locations of fiber optic lines and telecommunications cables in Nam Viem communes (Phuc Yen), Tam Hop, Son Loi, Huong Son and Gia Khanh (Binh Xuyen); take measures to completely resolve problems for the remaining households who have not yet agreed on a compensation plan, whose land is in dispute or who have received compensation but have not yet handed over land for 16 agricultural land households and 1 residential land household in Nam Viem (Phuc Yen), Huong Son (Binh Xuyen), Kim Long, Dao Tu, An Hoa (Tam Duong) communes.

At the same time, Phu Tho province must have measures to completely resolve the problems for the remaining households who have not yet agreed on a compensation plan, whose land is in dispute or who have received compensation but have not yet handed over the land to 16 residential and agricultural land households in Kim Duc commune (Viet Tri city), Phu Ninh commune (Phu Ninh district), Tien Kien commune (Lam Thao), Dong Thanh commune (Thanh Ba), Sai Nga commune (Cam Khe), Van Lang commune, Bang Gia, Xuan Ang (Ha Hoa).

Yen Bai province has measures to completely resolve problems with 0.252 hectares and 0.635 km (corresponding to 13 points) in Minh Tien commune (Luc Yen district), Y Can commune (Tran Yen district), Xuan Ai, An Thinh, Tan Hop, Chau Que Thuong communes (Van Yen district).

Prevent land re-occupation

About the Hanoi - Hai Phong expressway construction project, the Prime Minister requested to completely resolve site clearance for 6 households in Hanoi City and 18.94 hectares of land in Hai Duong province; Urgently prepare and approve compensation plans in Yen My and An Thi communes in Hung Yen province.

The directive emphasizes that the Chairman of the People's Committees of provinces and cities where the project passes through must take measures to prevent re-occupation of the locations where the premises have been handed over.

Noi Bai - Lao Cai expressway projectConstruction started in July 2009, with a length of 245km. With a design speed of 80-100km/h, when completed, the route will shorten the Hanoi - Lao Cai journey from an average of 8 hours to 3 hours.

Hanoi - Hai Phong expressway project105 km long, including 6 lanes. It is expected that this route will come into operation in early 2015.
