Appreciate the efforts of the Party Committee, government, military and city people

After listening to the report on the implementation of the city's socio-economic tasks in the first 6 months of the year presented by Chairman of the City People's Committee Duong Anh Dien, and opinions of relevant ministries and branches, Prime Minister Nguyen Tan Dung highly appreciated the efforts, efforts and results achieved in the fields of Party Committee, government, army and people of Hai Phong city. In the context of many difficulties, Hai Phong closely followed the Resolutions of the Central Committee and the City Party Committee, stabilizing the economy and society in the first 6 months of the year and continuing to maintain  development, the city's GDP growth rate reached 6.81%, 1.55 times higher than the national average. A number of socio-economic targets met and exceeded the set plan, especially agricultural output reached the highest level ever, attracting foreign investment capital achieved quite well. Hai Phong is one of the bright spots in attracting investment. The output of goods through the port reached 24.6 million tons, up 17.2% over the same period and reaching 51.2% of the year plan.

However, the results of implementing socio-economic tasks in the first 6 months of the year revealed limitations. That is low GDP growth compared to the same period last year and much lower than the planned target. Budget revenue in the area is low, businesses face many difficulties; There has been an occurrence of taking advantage of policy loopholes to buy back businesses in difficulty, buying back the majority of shares in businesses to become legal representatives; Progress in implementing the National Target Program on building new rural areas is still slow; Administrative reform has not met the requirements.

Remove obstacles and difficulties for businesses and promote production

Regarding the tasks for the last 6 months of the year, the Prime Minister emphasized that the general spirit is to focus on directing and achieving the highest results, both creating a breakthrough development for Hai Phong and contributing to the development of the country, contributing to political stability, ensuring national defense and security and people's lives continue to be stable and improved. In particular, it is necessary to stabilize and develop both industrial, agricultural and service sectors.

The city focuses on removing difficulties for businesses, especially those with existing markets to release inventory and boost production. The support goes into practical  jobs, creating conditions for businesses. The service sector needs to be deployed synchronously, but pay attention to developing seaport services. Hai Phong is one of the localities with advantages in attracting investment. Therefore, the city needs to take advantage of its advantages in promoting investment promotion, especially investment promotion from Japanese and Korean businesses, because the Vietnamese market is suitable for partners of these two countries. The investment promotion campaign selects each specific field and enterprise, focusing on selecting high-tech enterprises that use little energy, are environmentally friendly and highly competitive. This is the condition to transform the growth model and economic structure of the city. Besides, Hai Phong takes advantage of opportunities and promotes the potential and advantages of a city with seaports and airports.

In the immediate future, the Government agreed and assigned relevant ministries and branches to submit a plan to upgrade Cat Bi airport and build a new runway to serve the needs of transporting goods and passengers. In the long term, continue to research and invest in building Tien Lang airport. At the end of 2012, construction started and completed two berths starting component A of Hai Phong International Port at Lach Huyen on schedule, bringing the output of goods through the port to 200 million tons/year by 2050.

In 2012, the country's budget revenue was low, Hai Phong was no exception to that rule. Despite many difficulties, the Government advocates not cutting spending, not extending or postponing capital for projects and programs included in the 2013 plan, but not overspending the budget beyond the threshold decided by the National Assembly. Therefore, it is necessary to promote revenue, ensure balance of expenditure, review revenue sources, increase revenue for the budget, taking the goal of ensuring welfare, security and territorial integrity as the highest goal. Implementing Resolution 13 of the Government on a number of solutions to remove obstacles and difficulties, promote production and business, and support the market, the city continues to review eligible subjects to be considered for tax exemption, extension, or postponement, and resolutely collect taxes from those who take advantage of profiteering policies. The Government and ministries and branches continue to coordinate and support Hai Phong to remove difficulties, carry out tasks, and ensure balance of expenditures.

Report to the Prime Minister to remove problems for the seaport system

Regarding the city's proposal to amend the Budget Law, which specifically stipulates 10-20% to be deducted for localities with seaports to serve the maintenance of port access channels, renovation and repair of the road system behind the port, the Prime Minister affirmed that the Government will continue to consider and submit it to the National Assembly for inclusion in the law amendment program soon. The law amendment needs to be done with the spirit of ensuring fairness for localities and meeting the requirements of budget revenue-expenditure balance.

Regarding accelerating the progress of the Hanoi-Hai Phong expressway project, the city urgently completed site clearance (1%) to hand over to the construction contractor in August 2012. The implementation of the Hanoi-Hai Phong expressway project requires completion of construction items, acceptance, and quality assurance before inaugurating, not done in a hurry.

Regarding dredging the shipping channel into Hai Phong seaport, the Prime Minister proposed to continue implementing the project of dredging the channel to a depth of -7.2m to be able to receive ships of 3-50,000 tons to handle cargo and maintain the depth of the channel annually. At the same time, continue to upgrade the road system behind the port, increasing cargo handling capacity. Priority can be given to allocating counterpart funds in 2013 to complete a number of key transportation projects in Hai Phong that will soon come into operation, promoting the development of seaport services. Regarding counterpart funds for the construction of the Lach Huyen International Gateway Port project, the Prime Minister requested the Ministry of Transport to coordinate with ministries to review and report to the Prime Minister to find measures to remove problems.

Regarding capital allocation for construction of the remaining 22.6km in Hai Phong area on Highway 37 connecting Hai Phong-Thai Binh-Son La, due to the implementation of Resolution 11, it must be postponed. The Ministry of Transport will arrange capital for implementation in 2013. According to the proposal of the Ministry of Transport, Hai Phong can advance capital for implementation and be paid in 2013.

Regarding proposals to implement a number of projects, Dinh Vu-Cat Hai Economic Zone projects, support counterpart capital for ODA projects..., the Prime Minister said that the budget is currently facing many difficulties. Therefore, to avoid spreading investment and wasting resources, Hai Phong needs to coordinate with ministries to review unfinished works and projects that need to be prioritized to request capital advances in 2013 to be completed in the last months of 2012. At the same time, review the investment plan for the 2013-2015 period, with priority given to projects of great significance to the city's development, and unfinished projects need to be considered. Arrange capital for completion.
