Proposed toll fee for Hanoi - Hai Phong expressway
Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) - Investor of the Hanoi - Hai Phong expressway project is expected to put into operation the section Km 74+000 to Km 96+000 through Hai Phong city from May 19 and apply turn-based tolls, calculated based on the actual number of kilometers traveled by vehicles.
To encourage vehicles to travel on sections of the Hanoi - Hai Phong expressway, VIDIFI proposes to apply a standard toll of 1,500 VND/km/vehicle, similar to the toll currently collected on the Noi Bai - Lao Cai, Ben Luc - Long Thanh and Cau Gie - Ninh Binh expressways (four-lane sections).
Specifically, VIDIFI offers a toll fee schedule for traveling on this 22.7km highway, the lowest is 35,000 VND/vehicle for vehicles with less than 12 seats, trucks with a load capacity of less than 2 tons, public passenger transport buses and the highest for vehicles with a load capacity of 18 tons or more, 40-foot container trucks is 180,000 VND/vehicle.
Phase 2, the 76.4 km long section from the National Highway 39 intersection in Hung Yen to the Provincial Highway 353 intersection in Hai Phong will be exploited from August 2015 with closed toll collection. By December 31, 2015, the entire project will be operating, exploiting, and collecting fees.
According to the financial plan of the Hanoi - Hai Phong expressway project, appraised by the Ministry of Transport, the toll fee is 2,000 VND/km/standard vehicle.
From 2016, VIDIFI will apply revenue according to the financial plan approved by the Prime Minister.
Previously, the Prime Minister agreed in principle to organize traffic opening, temporary exploitation and implementation of toll collection for the Hanoi - Hai Phong expressway project after obtaining the unanimous opinion of the State Council for Acceptance of Construction Works.
The Prime Minister noted that the acceptance of construction items is carried out in accordance with regulations on construction investment management and construction quality management.
The Ministry of Transport directed the Vietnam Infrastructure Development and Financial Investment Corporation to complete the remaining work items in accordance with the approved investment project; Get opinions from the Ministry of Finance on the fee collection level according to regulations before organizing the fee collection.
At the same time, build a temporary management and exploitation process to absolutely ensure traffic safety on the route.
