On May 27, the first section of the Hanoi - Hai Phong expressway opened to traffic
Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) has just asked for direction from the Ministry of Transport (MOT) on allowing the first 22.7km of the Hanoi - Hai Phong Expressway Project to open to traffic from May 27.
In an urgent document sent to the managing ministry yesterday (May 19), VIDIFI said that the plan to open traffic and temporarily put into operation the 22.7km Hanoi - Hai Phong expressway and implement toll collection has been approved in principle by the Prime Minister. VIDIFI is strongly directing supervision consultants and contractors to urgently complete the final work items to ensure traffic clearance and temporary operation of this section of the route.
VIDIFI asks for direction from the Ministry of Transport to allow the first 22.7km of the Hanoi - Hai Phong Expressway Project to open to traffic from 7:00 a.m. on May 27, from the intersection with National Highway 10 (Km74+000) to the intersection with Pham Van Dong street, Hai Phong city (Km96+700).

The first 22.7 km of the Hanoi - Hai Phong expressway is expected to open to traffic on May 27.
Currently, VIDIFI is completing procedures to put the above line section into operation, in which the Corporation has reported and invited the State Acceptance Council to inspect the work items and give approval for putting the 22.7km line section into operation. The State Acceptance Council will inspect this project before the expected opening date.
VIDIFI has submitted to the Ministry of Transport the toll rates for vehicles during the temporary operation period and has explained to the relevant Departments. VIDIFI is waiting for the Ministry of Finance to approve the fee, specifically:

Regarding the traffic organization plan, on May 21, Vietnam Road Administration, Infrastructure Department - Ministry of Transport will inspect the scene to complete the appraisal report to submit to the Ministry of Transport for approval. A traffic safety inspection report has also been prepared and is waiting for the Traffic Safety Department and Thang Long Project Management Board to inspect the project site.
It is expected that next August there will be an additional 76.4km section from the National Highway 39 intersection in Hung Yen to the Provincial Highway 353 intersection in Hai Phong to be exploited. On December 31, 2015, the entire Hanoi - Hai Phong expressway will open to traffic with a total length of 105.5km.
The Hanoi - Hai Phong expressway project is a national key transportation project, invested and built in the BOT form, with a total investment of 45,487 billion VND. The starting point of the route is on Ring Road III of Hanoi, 1025m from Thanh Tri Cau Bac abutment towards Bac Ninh; The end point is Dinh Vu dam in Hai An district, Hai Phong city. The route is designed according to international highway standards type A with a length of 105.5km, with 6 driving lanes and 2 emergency stopping lanes.
Hanoi - Hai Phong expressway is part of Vietnam's expressway network planning. After being built, the Hanoi-Hai Phong expressway along with the Noi Bai - Lao Cai expressway will create a traffic axis connecting Kunming (China) with provinces and cities of Vietnam to Hai Phong port. The project is expected to contribute to increasing the volume of circulation of goods, tourism, and services between Vietnam and China and other Southeast Asian countries, while also contributing to promoting the economy of the northern provinces of Vietnam.
