In recent meetings of the Ministry of Transport related to the Hanoi - Hai Phong expressway project, Minister Dinh La Thang emphasized that this is a key national project, so we cannot continue to accept the slow progress that has been happening for several years now.

Remember, 2 weeks before the 2015 Lunar New Year, the Minister directed the investor and contractors to arrange additional forces to continuously carry out construction on the entire route, including during the Lunar New Year. Minister Dinh La Thang also issued an "ultimatum" which is the deadline of April 30, 2015 to open the Hai Phong - Hai Duong section to traffic and the entire 105.5 km route in 2015.

Two weeks later, even though it was the 2nd day of Tet (February 20), the Minister inspected the entire project to understand the situation and also to "see and hear" what the investor and contractor were doing. Leaders of localities: Hung Yen, Hai Duong, Hai Phong also joined the Minister's working group, present at construction sites where the project passed to listen to the opinions of investors, contractors and encourage engineers and workers working on the construction site. As noted by PVTraffic Newspaper, even during Tet, the bidding packages at the project are all bustling with construction such as: plastic mats, pouring concrete median strips, railings...

In fact, after a period of slow progress, currently the progress of packages such as: Ex3 (Km 19-33), Ex 8, 9, 10 (Km 33 to the end of the route) is being guaranteed. Mr. William Jonhston, Project Director of the joint venture consulting package No. 3, committed to the Minister: "There is no such thing as just pushing progress without ensuring quality."

Minister Dinh La Thang welcomed the positivity of the contractors in recent times, and at the same time requested the investor and contractors to further promote progress, focus on quality and synchronously complete traffic safety items so that the expressway can be operated in accordance with international standards.

According to Mr. Dao Van Chien, Chairman of the Board of Directors of Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI - project investor), finance for the project is guaranteed and there are no more problems with construction sites. Current progress depends only on construction contractors. However, there are currently 2 bidding packages that have not yet reached progress as requested by the Minister.

The biggest loss is losing people's trust

In the contract package with the slowest progress, Ex1 (road item at the first 6km of the route, the designated subcontractor is the joint venture of Phuc Loc and IMICO), the coal contractor "the more it works, the more it loses" due to the price of materials being too high and hopes to be "removed" by the Minister.

Directing at the scene, Minister Dinh La Thang said that contractors need to learn from experience in calculating and forecasting prices. As a professional contractor, you cannot rely solely on luck and risk to make calculations. In addition, the Minister also directed the Director of the Department of Quality Management and Construction of Transport Works to consider adjusting prices accordingly; The Minister also required the investor to pay directly to the construction contractor, and at the same time supervise three consecutive shifts according to the contractor's construction rhythm to ensure project quality requirements.

As for the Ex5 package, which is 1 week behind schedule, the Minister directed the investor to let the contractor with good progress, Cienco 1, "overflow" the volume of another contractor that is behind schedule due to not adding machinery and concrete mixing plants.

"For the sake of the overall progress of the project, contractors who do well need to be encouraged to do the work of the contractor who is behind schedule. We cannot afford to be afraid of displeasing this contractor or that unit, because continuing to be behind schedule, the biggest loss is displeasing the people, the people themselves have relocated their houses, and are affected by machinery and dust from the construction of the project," the Minister said, not forgetting to repeat the request to the investor and contractor about the progress milestone being in advance. April 30, 2015 must open traffic from Hai Phong - Hai Duong.
