Targeting May 19 to open the first 25km to traffic
On the afternoon of April 26, Deputy Minister of Transport Nguyen Hong Truong inspected the progress of the Hanoi - Hai Phong expressway project. At the sections passing through Hung Yen and Hai Duong, the Deputy Minister requested the investor, supervision consultants and contractors to urgently remove obstacles and take advantage of favorable weather to speed up construction to ensure completion by June 30, so that traffic can be opened on July 15.

Thanh An bridge section (Km72, intersection with National Highway 10), is the starting point expected to be opened for traffic, extending 25km to the intersection of Road 353 (Hai Phong City). Here, according to the report of the supervision consultant, the contractors are making every effort to complete the construction. There are only 3 remaining sections that are in debt and are being accelerated to complete.
At this intersection, contractors are also rushing to build and install toll stations to serve the exploitation of the first section of the route.
Contractor BMT is urgently constructing the surface layer. According to this contractor's representative, if the weather is not unusual, it will definitely be on schedule. Up to now, the contractor has proposed adding additional material sources to speed up, using 3 construction shots, deploying both layers to meet the requirements in about 3 weeks to complete.

Machinery, equipment, and human resources are maximized to ensure traffic opening progress.
At the scene, the representative of the supervision consultant also confirmed with the Deputy Minister that he would ensure the completion schedule on time on May 19. However, the remaining time construction work will have to be very urgent.
Here, Deputy Minister Nguyen Hong Truong highly appreciated the efforts of the contractors and said that after the previous inspection, progress was guaranteed. However, contractors should not be subjective. Consultants and contractors must calculate and plan for unfavorable weather days and determine that construction can only take place in about 3 weeks to proactively build progress. Besides, we must proactively source materials, concentrate machinery and equipment, and carry out construction day and night to ensure progress.
"Fighting is not being subjective. Units from consultants and contractors must control the progress even though the weather may be unfavorable. In particular, we must try not to let any quality problems occur. We must push for progress but the quality must be guaranteed. When it rains, we must stop construction immediately. If the plastic gets caught in the rain, we must throw it away and do not try to use it. There is only a very short period left, so all parties must try their best.

The items are being urgently completed
At the EX-9 bidding package, after hearing from investor VIDIFI that there were problems when applying for a warning sign at the intersection on Road 353 to serve the first 25 km of exploitation, Deputy Minister Nguyen Hong Truong called to request the Deputy Director of Hai Phong Department of Transport to coordinate with the Expressway Management Department to immediately handle it.
At package EX-10, the package connecting to the intersection to Tan Vu - Lach Huyen port, VIDIFI is expected to be completed by October 31. Currently, all contractors are Vietnamese, so if any contractor does not meet the requirements, they will be replaced.
Here, the Deputy Minister requested contractors and consultants to try their best because this is a very meaningful package and a highlight of the first line. To ensure quality and progress, the main contractor needs to provide adequate working capital and not let subcontractors spend too much money. Set a goal of being able to run from the beginning to the end of the route by mid-June.
Ensuring the entire route is open in 2015

Deputy Minister Nguyen Hong Truong said that the Ministry of Transport has directed Investor VIDIFI to implement drastic construction solutions. Review all bidding packages for simultaneous construction. The Ministry of Transport has set 3 progress milestones for the project. By May 19, the first 25km will be open to traffic, from Hai Duong to Hai Phong. By July 30, the section from Hung Yen to Hai Phong will be put into operation with a 90 km long route. The remaining 15km will be put into operation in November 2015. Thus, by the end of the year, this entire route will be put into operation.
"The Hanoi - Hai Phong route is built on the highest scale today, with 6 lanes and a speed of 120km/h. Through inspection of all stages from construction, soft soil treatment, foundation, the upper layer of consultants assesses that it can meet the proposed requirements. We also review all stages, and if they cannot meet the requirements, we will assign consultants to review and fix them right now. We believe that this route will be a model expressway in terms of current quality. now" - Deputy Minister Truong said.
