Hanoi - Hai Phong Expressway: The site must be delivered by December 31

On December 22, the Provincial People's Committee organized a review of the implementation and resolution of problems, difficulties and obstacles in the construction and site clearance (clearance) of the Hanoi - Hai Phong expressway construction project in Hai Duong area. Comrade Nguyen Manh Hien, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and Comrade Truong Tan Vien, Deputy Minister of Transport chaired the meeting.
According to the report, as of December 20, there remained 110,113 m2 of land within the clearance area of the Hanoi-Hai Phong expressway that had not yet been compensated or handed over. Among them, Binh Giang district still has 4 problem points with a total of 5,000 m2; Gia Loc district still has 9 problem points with a total of 37,817 m2 that have not yet completed site clearance; Tu Ky district still has 6 problem points with 60,447 m2; Thanh Ha district still has 4 problem points with 6,847 m2.
Uncleared areas include residential land, garden land, agricultural land of households, and collective land. Most of these land areas have had decisions approving compensation and support plans, but they are still unreasonable or the documents are incorrect. Typically, the intersection between the highway and National Highway 38B with an area of 20,868 m2 is the agricultural land area of 47 households in Gia Loc town that have not yet signed a compensation and support plan and requested to publicize the approved detailed intersection planning.
Many comments from localities where highways are under construction suggest: contractors and material transport units also enter residential roads, many traffic works, irrigation works, and people's houses are damaged due to road construction.
After listening to reports from localities and industries, Deputy Minister of Transport Truong Tan Vien affirmed: The Hanoi-Hai Phong expressway construction project is a key national project. The Government requires localities to completely complete site clearance and hand over to construction contractors by December 31, 2012.
The People's Committee of Hai Duong province has affirmed its determination to direct the removal of obstacles in site clearance work, implementing it in the last days of December.
With the problems in the districts, the District Land Clearance Council is requested to coordinate with functional agencies and VIDIFI to focus on solving them and basically complete them before December 28. Relevant departments and branches only need to evaluate and resolve the application within one day when receiving the application.
VIDIFI strengthens coordination with authorities and localities to arrange compensation funds and promptly resolve problems in site clearance; There is a construction plan to restore roads, irrigation systems, and people's houses damaged during construction.
Whichever level the people's petitions belong to is responsible for coordinating and quickly resolving them. Localities, departments, branches, and investors strictly implement the recommendations proposed by the Department of Transport to ensure project progress.
