Hanoi-Hai Phong expressway project: Determined to reach the finish line with the best quality
During the historic days of August, on the construction site of the Hanoi-Hai Phong expressway, the working atmosphere at all items and bidding packages became bustling. Overcoming the difficulties of contractors in production organization and construction management, the shape of a large-scale modern road in Hai Phong is much clearer than before.
According to Mr. To Duc Quan, Deputy Construction Director of Hanoi-Hai Phong Expressway Project Management Board, among the 10 bidding packages deployed on the entire route, 4 bidding packages including EX7, EX8, EX9 and EX10 in Hai Phong area have the best progress. Currently, the Korean contractor GS constructing the EX 7 package items has completed 45% of the work volume, including difficult tasks such as constructing the Thanh An bridge across the Luoc River connecting Hai Duong with Hai Phong, completing the bored piles to serve the construction of the riverbed piers, and at the same time setting 7 spans to prepare the cantilever. Ba Na Bridge on this section of the route has also completed the installation of the entire span and has prepared the bridge deck for concrete pouring. For the intersection between the expressway and Highway 302 and Highway 10, prepare the necessary conditions for construction. On the road section, the work of treating soft ground has been completed. The road base is being loaded and waiting for settlement to complete before unloading and continuing construction of the above parts.

Contractor Shandong Road and Bridge Group (China) simultaneously constructed items of the EX 8 and EX9 packages. This is also the contractor carrying out the construction of the first section of the Hanoi-Hai Phong expressway. For the EX8 package, the final construction package in Hai Phong has now completed nearly 30% of the work volume, including completing 70% of the soft ground, nearly 3km of which has been loaded and waiting for settlement. On this section of the route, there is Da Do bridge and the 401 road overpass under construction. The EX 9 package alone completes nearly 50% of the workload. Currently, Son Dong contractor is unloading over 3km, and this September will construct the structural asphalt layer of the road surface. There is about 1 km of structural foundation under the road under construction. Notably, the intersection over Pham Van Dong street is carrying out bored piles, preparing the next steps to construct the intersection. The section of the EX 10 package constructed by the Korean contractor KangNam has the largest bridge volume because the section crossing the Lach Tray River has up to 25 bridge piers, with a total of about 100 large diameter bored piles to be constructed. In particular, the bridge pier leading to Duong Kinh district is basically completed up to the pier cap, along with the main span of the bridge across the Lach Tray River under construction of bored piles, which will be an important basis for implementing the most difficult part. Thus, 41% of the total work volume of the EX 10 package has been completed. Currently, the entire road base has been treated by KangNam for weak soil, and is being filled with additional load to wait for settlement to complete before continuing the construction of the upper part of the road.
At the conference to speed up progress and ensure project quality, VIDIFI leaders said that the Hanoi-Hai Phong expressway project faces many difficulties, because many bidding packages, after signing contracts for implementation, must adjust the technical design. This adjustment entails many related procedures such as approval, contract adjustment, volume, unit price,... leading to affected progress. Another huge difficulty for this expressway is the supply of materials. With a demand for more than 30 million m3 of sand, stone, and soil, especially during the sprint period, providing enough materials for the entire project is not simple. Many times contractors do not have enough materials for construction. The Hanoi - Hai Phong expressway project also faces difficulties from having many subcontractors working at the same time, making progress management difficult.
Recently, at a meeting with leaders of Hai Phong city, Prime Minister Nguyen Tan Dung directed: speed up the progress of the Hanoi-Hai Phong expressway project. In August 2012, the city will complete the clearance of the remaining 1% of the site to hand over to the construction contractor. Construction items must be accepted and quality assured before being inaugurated, not done in a hurry. Not only is it a matter of time and project implementation progress, but the quality of the project is being seriously implemented by VIDIFI investors and supervision consultants and contractors.
