Hanoi-Hai Phong expressway project: Basically completing the infrastructure of resettlement areas
To date, An Lao district has basically completed the infrastructure of resettlement areas, serving the Hanoi - Hai Phong expressway project. When the resettlement areas are completed, the new resettlement households can move to a new place to build houses and hand over the site at the old place to the investor and highway construction contractor.

The Hanoi - Hai Phong expressway project (phase 2) has changes in scale and route structure, leading to the creation of 2 additional resettlement areas. Clearly defining the meaning of urgently constructing infrastructure in resettlement areas to welcome people to build new houses is a key step in project clearance work, the An Lao District Land Clearance Council focuses on directing construction units to quickly deploy construction items in resettlement areas.
Despite facing many difficulties, the construction units tried to concentrate their forces and means to deploy infrastructure construction in resettlement areas. As a result, many items in the resettlement areas were completed on March 31, 2012, the district promptly handed over the site to help people build architectural works and houses in their new places.
Deputy Manager of Construction Investment Projects of An Lao district Pham Quang Khang said that the entire district has 8 resettlement areas serving the Hanoi - Hai Phong expressway project. Of these, 6 resettlement areas were completed and put into use; Phase 2 has two more resettlement areas: Tan Vien-An Thang with a total investment of more than 8 billion VND and Quang Trung resettlement area with a total investment of 18 billion VND. These two resettlement areas serve the relocation of more than 200 households in Quang Trung, An Thang, Tan Vien communes, where the expressway passes. To date, the ground leveling has been completed, and the bidding packages for internal roads, lighting, rainwater drainage systems, and domestic drainage systems have completed over 90% of the work volume.
According to Mr. Le Van Thuy, director of Trung Thuy Joint Stock Company (the construction unit of Quang Trung resettlement area): the contractor was handed over the construction site for the resettlement area in early January 2012, with a total area of 1.8 hectares, serving more than 100 households. Recognizing the importance of the project, along with the drastic direction of An Lao district leaders, the unit quickly deployed the construction of sand pumping items to cover the surface, prepared all materials such as culverts, electric poles, and built a drainage ditch system... The first phase encountered many difficulties due to complicated weather, heavy rain, water could not drain, so the sand took a long time to dry. It is difficult for the unit to implement the next steps. However, in the past month, favorable weather has helped work go more smoothly. To ensure on schedule, the company organizes construction forces day and night. To date, the basic work has been completed.
According to Vice Chairman of An Lao District People's Committee Pham Duy Dam, the Hanoi - Hai Phong expressway project phase 2 through An Lao district has a too large volume of site clearance and urgent progress, while the conditions to ensure site clearance work, especially the construction of resettlement areas, vocational training, job creation... must all be resolved at the same time in a short time, so there are many difficulties. To ensure progress, the District Clearance Council regularly inspects, supervises and urges construction units. Up to now, many areas have basically completed bulldozing internal roadbeds and installing drainage pipes and electric poles.
The handover of resettlement areas on schedule is decisive in the land clearance work of the Hanoi - Hai Phong expressway section passing through An Lao district, contributing to promoting land clearance work throughout the district.
On February 13, 2012, the Prime Minister issued Official Telegram 188/CD-TTg requesting the People's Committee of Hai Phong city to focus on directing the complete settlement of site clearance, resettlement, and handing over clean site to the investor of the Hanoi - Hai Phong expressway project before March 31, 2012.
