Package EX-10 is located at the end of the Hanoi - Hai Phong expressway route, invested with loans from the Korea Export-Import Bank (KEXIM Bank) and domestic counterpart capital from the Vietnam Development Bank (VDB).

The package has a total length of 9.12 km, with the starting point at Km 96+300 (adjacent to Road 353, Hoa Nghia ward, Duong Kinh district) and the ending point at Km 105+416 (adjacent to Dinh Vu dam, Hai An district). This is a package starting from the sea - a special starting point of the entire route.

The cross-section of the road is 33m wide, including 6 lanes (each lane 3.75m wide), both sides have sidewalks and emergency stopping lanes. To ensure convenient traffic for localities along the route, the frontage road system is arranged on both sides with a width of 7.5m and 3 overpasses. The expected time to complete the contract package is 36 months.
