Groundbreaking ceremony of Hanoi - Hai Phong Expressway Project
On the morning of May 19, 2008, on the 118th birthday anniversary of President Ho Chi Minh, in Hoa Nghia ward, Duong Kinh district, Hai Phong city, Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) solemnly held the Groundbreaking Ceremony of the Hanoi - Hai Phong Expressway Project, Vietnam's first expressway invested entirely with capital outside the state budget.
The groundbreaking ceremony was attended by Deputy Prime Minister Truong Vinh Trong and representatives of leaders of ministries, central branches, local authorities of relevant provinces and cities and a large number of people in the area.![]()
The project has a total length of 105.5 km, with the starting point located on Ring Road 3 of Hanoi (1,025 km from the Thanh Tri bridge abutment, in Thach Ban ward, Long Bien district), running through four provinces and cities: Hanoi (6 km), Hung Yen (26.5 km), Hai Duong (40 km) and Hai Phong (33 km); The end point is at Dinh Vu dam, Hai An district, Hai Phong city.
The route is designed according to Class A highway standards, with outstanding technical parameters:
- Design speed: 120 km/h
- Average cross section: 100 m; The road surface is 33 m wide with 6 lanes and 2 emergency stopping lanes
- Bridge works: 9 large bridges, 21 medium bridges, 22 overpasses with a total length of about 11 km; 124 underground sewers and overpasses for people's lives
- Intersections: 6 grade-differentiated intersections at intersections with national highways
The route is equipped with a smart traffic control system, closed automatic toll collection, surveillance camera system, along with service stations, fuel supply and vehicle repair along the route. The median strip, green strips on both sides and frontage roads at necessary locations are also arranged synchronously, ensuring traffic safety and environmental landscape.
The total project investment capital is 24,566 billion VND, mobilized from the charter capital of VIDIFI, Vietnam Development Bank, Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) and other legal capital sources.
VIDIFI was established with a charter capital of 5,000 billion VND, including the participation of founding shareholders: Vietnam Development Bank, Vietnam Import-Export and Construction Corporation and Vietnam Bank for Foreign Trade.
To ensure capital return, the Prime Minister allows investors to collect tolls on the Hanoi - Hai Phong expressway, and at the same time invest in developing infrastructure of urban areas, industrial parks, service and logistics areas along the route; collect tolls on National Highway 5 from the time of handover until the end of the BOT contract term, about 35 years. The project is expected to be completed at the end of 2011.
To ensure construction progress, the project requires the recovery of nearly 1,400 hectares of land, the relocation of more than 1,250 households with about 7,700 people, the reconstruction of 60 km of canals, the relocation of about 480 electric poles (including some 500 kV electric poles) and the relocation of nearly 8,000 graves. The total value of compensation and site clearance support is estimated at nearly 2,500 billion VND.
The Hanoi - Hai Phong expressway not only solves the current overload of Highway 5, but is also a strategic lifeline connecting the Capital region with the largest seaport cluster in the North, contributing to promoting socio-economic development of the Northern key economic region (Hanoi - Hai Phong - Quang Ninh).
The route is also located on the trans-Asia road corridor, under the Greater Mekong Subregion (GMS) cooperation framework and the Vietnam-China "Two Corridors, One Belt" cooperation program, opening up opportunities for direct trade connections between Vietnam's northern seaports and the southern provinces of China.
Along with the project, the Prime Minister also assigned VIDIFI to research and invest in the Tan Vu - Lach Huyen route, about 17 km long (including the 5 km long Dinh Vu - Cat Hai sea bridge) with a scale of 4 lanes combined with railway, to connect the Lach Huyen gateway port with the Hanoi - Hai Phong expressway system and National Highway 5.
