Eagerly waiting to drive at 120km/h on the Hanoi - Hai Phong expressway

Highway 5 from Hanoi to Hai Phong has been "overloaded" for a long time, and it is also one of the most "unpleasant" roads for drivers, according to many reasons. And they hope every day to be able to run the Hanoi - Hai Phong route on the new highway, with a designed car speed of up to 120km/h.

According to the Government's electronic newspaper, the Prime Minister agreed in principle to organize the opening of traffic, temporary exploitation and implementation of toll collection for the Hanoi - Hai Phong expressway project after obtaining the unanimous opinion of the State Council for Acceptance of Construction Works. The Prime Minister noted that the acceptance of construction items is carried out in accordance with regulations on construction investment management and quality management of construction works.

The Ministry of Transport directed the Vietnam Infrastructure Development and Financial Investment Corporation to complete the remaining work items in accordance with the approved investment project; Get opinions from the Ministry of Finance on the fee collection level according to regulations before organizing the fee collection. At the same time, build a temporary management and exploitation process to absolutely ensure traffic safety on the route.

The route will have a smart traffic control system and an automatic, closed toll collection system, modern and smooth traffic organization, a camera system installed to control and record images, service stations, gasoline supply equipment, and small repairs.

Putting the project into use soon is of great significance, it will effectively promote other infrastructure projects such as seaports, airports and tourist complexes, promoting trade; contributing to regulating traffic on National Highway 5 and National Highway 10, reducing traffic accidents, creating motivation for socio-economic development of the Northern Key Economic Region and the whole country.

The Hanoi - Hai Phong expressway project is the first large-scale national key road project implementing the BOT (Build - Operate - Transfer) model with a length of 105.5 km according to international expressway standards. The starting point is on Ring Road 3 of Hanoi (1,025 km from Thanh Tri bridge abutment in Thach Ban ward, Long Bien district, Hanoi) passing through the provinces and cities of Hanoi (6km), Hung Yen (26.5km), Hai Duong (40), Hai Phong (33km), and the end point of the road is Dinh Vu dam (in Hai An district, Hai Phong).

The project was started on May 19, 2008 with a total investment of up to 46,900 billion VND. The entire route has an average cross-section width of 100m, road surface width from 32.5 to 35m with six lanes running at a design speed of up to 120 km/h, two emergency stopping lanes.

In mid-April, Vietnam Infrastructure Development and Financial Investment Corporation (Vidifi - the project investor), told VNA that the Hanoi - Hai Phong expressway project strives to open the 25 km section from Thanh An bridge (bordering Hai Duong) - Highway 10 intersection - Road 353 intersection (in Hai Phong city) on May 19, 2015.

Vidifi also said that, on the construction site, taking advantage of favorable weather, tasks such as asphalt concrete mats of all layers, pouring concrete median strips, guardrail fences... are being implemented vigorously. At the same time, the bidding package for landscape-green trees, central operator house, toll house, collector road... has also been prepared and is being urgently constructed to keep up with the schedule of inaugurating the entire project at the end of 2015.

According to assessments, the road network connecting the capital Hanoi with the port city of Hai Phong only has National Highway 5, although it has been upgraded to 4-6 lanes, according to grade I (plain) road standards. However, with the rapid increase of industrial parks and residential clusters along both sides of National Highway 5, the route is overloaded and cannot meet the freight transport requirements of the Northern Key Economic Region to Hai Phong port.

Therefore, putting into operation the first 25 km of the Hanoi-Hai Phong expressway will have great significance in relieving current congestion on National Highway 5.
