Deputy Prime Minister Hoang Trung Hai inspected the Hanoi-Hai Phong expressway project

(Chinhphu.vn) - The press release said: On the morning of August 22, Deputy Prime Minister Hoang Trung Hai, Head of the State Steering Committee for key traffic projects and works, inspected and briefed the construction site of the Hanoi-Hai Phong Expressway Project.
After 6 years of implementation, the Hanoi-Hai Phong expressway - the first large-scale national key transport project implementing the BOT model with 105 km of international expressway standards, is currently in the completion phase of construction before going into operation in 2015 as planned.
Basically completed site clearance
According to the investor - Vietnam Infrastructure Development and Financial Investment Corporation (Vidifi), to date, the total disbursement value of main construction and installation packages is about more than 12,174 billion VND, reaching about 68.6% of the construction contract value.
Vidifi Chairman Dao Van Chien said that currently the site clearance work has basically been completed on the entire route, however some points still exist, technical infrastructure works have not been moved in areas of Yen My-Hung Yen, Thanh Ha, Gia Loc-Hai Duong, Kien Thuy, Duong Kinh, Hai An-Hai Phong districts.
In particular, for the supply of materials, since April 2012, after the authorities increased inspection of vehicle loads, the supply of materials has encountered difficulties. Some suppliers have added water transport options or increased the use of small trucks, however, the material supply schedule still does not meet requirements.
Foreign contractors currently account for 9/11 main construction and installation packages of the project. However, some foreign contractors do not provide adequate personnel, machinery and equipment as committed, but hire Vietnamese subcontractors at cheap prices, and subcontract management is not good, leading to progress not being guaranteed.
The representative of the supervision consultant assessed that the workload of the project in general is still quite large. The construction progress is in the sprint stage, in all bidding packages, we must focus on construction and increase the highest resources.

Directly inspecting and discussing issues at the construction site as well as during briefings, Deputy Prime Minister Hoang Trung Hai commented that compared to the proposed progress requirements, in general, the project implementation still has many worrying points.
The Deputy Prime Minister strictly requires investors and contractors to continue to ensure the set progress milestones. That is, in December this year, 25km from Hai Phong to Provincial Road 353 will be opened, from July 2015 from Provincial Road 353 to Hung Yen and at the end of 2015, from Hung Yen to Hanoi, the entire route will be open to traffic.
In this spirit, each bidding package needs to review progress, consider and remove each obstacle, concentrate financial, human and material resources, and work overtime to ensure construction progress as well as quality.
"The milestones set in the total progress are to ensure that when the ground is almost completely "clean", there is basically no need to worry about capital, so no setbacks are allowed and completed sections of the route should be put in as soon as possible to reduce the load on Road 5, which is extremely overloaded," the Deputy Prime Minister emphasized.
Regarding the issue of material supply, the Deputy Prime Minister suggested that the investor work with the locality to be able to use route 199 as a specialized road and the project owner must commit to restore it after completion, to avoid long-term effects on the people./.
