Attending the Groundbreaking Ceremony were Mr. So Doo Joon - Construction Counselor of the Korean Embassy in Vietnam; Mr. Nguyen Trong Thua - Member of the Provincial Party Standing Committee, Vice Chairman of Hai Duong Provincial People's Committee. On the investor's side, there was Mr. Pham Duc Hoa - Deputy General Director of Vietnam Development Bank, Chairman of the Board of Directors of VIDIFI; Mr. Nguyen Duc Minh - Standing Deputy General Director of VIDIFI. On the contractor's side is Mr. Kang Hy Sung - Vice President of Keangnam Group.

Package EX-4 has a length of 15 km located in two districts of Binh Giang and Gia Loc in Hai Duong province. The starting point is at km 33+000 in Thai Duong commune, Binh Giang district. The end point at km 48+000 is in Phuong Hung commune, Gia Loc district, Hai Duong province. The road section has 1 toll station, 5 bridges, 17 residential underpasses, including 16 residential underpasses that cross the highway and 1 residential underpass that crosses the branch road at intersection TL392, 1 intersection at different levels, 4 intersections directly connected to roads, provincial roads, district roads and some intersections with existing residential roads. The total value of the EX-4 package is 3,075 billion VND, constructed over 3 years by the contractor Keangnam Co., Ltd. (Korea).

Speaking at the ceremony, Mr. Pham Duc Hoa - Chairman of the Board of Directors of VIDIFI Corporation sent his thanks to the Provincial Party Committee, People's Committee of Hai Duong province, departments, branches, Steering Committee for site clearance of Hai Duong province, district party committees, People's Committees of Binh Giang and Gia Loc districts and leaders of communes Phuong Hung, Yet Kieu, Thai Duong, Thai Hoc, Nhan Quyen, Co Bi, Thai Hoa in recent times for enthusiastically helping VIDIFI Corporation in site clearance work. as well as in the process of preparing to deploy the bidding package.

With a large and complicated workload due to having to construct on soft ground and providing difficult materials, VIDIFI believes that, with the capacity and experience of successfully implementing many large projects, the Contractor will be determined and make every effort to successfully implement the bidding package, ensuring quality, progress and good compliance with Vietnamese law, and maintaining good relationships with local authorities and people. VIDIFI will always help and promptly share with the Contractor the difficulties and problems during the construction process of the contract package. By building a bidding package that ensures quality and progress, it will contribute to promoting the friendship and good cooperative relationship between Vietnam and Korea.

Speaking at the ceremony, Mr. Nguyen Trong Thua - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee praised the efforts of the investor, departments, agencies, authorities and local people who have made efforts during the project implementation process, and emphasized that the Hanoi - Hai Phong expressway is a very important and meaningful project for socio-economic development, security and defense of both the Northern economic region and the world, meeting policy of modernizing the arterial traffic route Hanoi - Hai Phong. Therefore, Hai Duong has identified this as an urgent key task, the project is a key national and provincial project. Hai Duong province has focused on directing relevant departments, branches and localities to actively coordinate the implementation of compensation, support and resettlement to clear the site, and at the same time coordinate with central agencies and investors so that the project can soon be implemented according to the proposed plan.
