"Site clearance work reached 99.26%, construction volume completed 55%, capital is not lacking...showing that the investor has made every effort, VDB is considered very brave to undertake this road. If the Hanoi - Hai Phong expressway continues to wait for the budget to invest, we will not be able to deploy the road construction" was noted by Deputy Prime Minister Hoang Trung Hai during the recent inspection and inspection of the entire route.

At the beginning of Thanh Tri Bridge - Hanoi intersection, Chairman of Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) Dao Van Chien, representative of the Hanoi - Hai Phong expressway investor, introduced to Deputy Prime Minister Hoang Trung Hai the entire route diagram.

Deputy Prime Minister gave instructions at the working session

At a working session with localities and investors after the recent inspection and inspection of the entire route, the Deputy Prime Minister praised the Vietnam Development Bank and VIDIFI for consciously putting project quality first; The investor commits not to sacrifice the quality of the project for the sake of progress. This project was assigned by the Government to a specific mechanism in the form of BOT, but the investor implemented the project with strict control like State-invested projects, carrying out inspections, state acceptance councils, controlling subsidence, asphalt quality, and construction quality being very closely monitored...

Deputy Prime Minister Hoang Trung Hai requested agencies and units to urgently carry out assigned tasks to strive to achieve the goal of opening the Hai Phong-Hai Duong route to traffic in December 2014 and opening the entire Hanoi-Hung Yen-Hai Huong-Hai Phong route to traffic in 2015.

To meet transportation requirements on the route, the Deputy Prime Minister requested the People's Committees of the provinces and cities of Hanoi, Hung Yen, Hai Duong, Hai Phong along with relevant agencies and units to urgently resolve problems in site clearance, strive to complete the handover of the entire site, including service areas, to the construction contractor, meeting the goal of completing the Project.

Hanoi - Hai Phong Expressway is a key project of the transportation industry and currently holds many records.  This is the first time a modern, large-scale highway is invested in the BOT form, with a bank as the investor and using less than 30% of the total investment from the State. It is also the most modern highway in Vietnam with a design speed of 120km/h, 6 main lanes, 2 emergency stop lanes, toll collection in a closed form, both sides have a system of collector roads connecting to local roads and 2 strips. green tree. The site clearance scope is 100m wide, of which the cross-section of the main road is 33m wide, the total length of the route is 105.5km.

The special thing about the project is that the ministries and branches evaluate it as a large-scale transportation project with quick site clearance and up to this point the project "has not had any complicated lawsuits regarding site clearance", while the project area that must be cleared for phase 1 on the entire route is very large (1,106 hectares), including residential land, agricultural land and other land. Up to now, about 1,102 hectares have been handed over to the construction contractor, equal to 99.26%.
