Clearance of Hanoi - Hai Phong expressway project in An Lao district. More directed and aggressive in the final stages

An Lao district is the first locality in Hai Phong to complete site clearance (agricultural land) and hand over to the investor to construct the Hanoi - Hai Phong expressway.

However, site clearance for residential land and areas with technical works passing through still has many problems. To serve the construction contractor on schedule for this important project, An Lao district is required to be more drastic during the sprint period.

According to Vice Chairman of An Lao District People's Committee Pham Duy Dam, the Hanoi - Hai Phong expressway project passing through An Lao district is 13.6 km long, including packages EX7 and EX8. This is a route that passes through many rivers, canals, residential areas and technical works of electricity, information, water supply and drainage, agriculture and rural areas. Up to now, with great efforts of the Party Committee, government and people, An Lao district has completed site clearance on agricultural land and handed it over to the investor. However, at this sprint stage, removing obstacles in the site clearance process requires help, support, and positivity from the authorities, units with technical works on the route, and the investor.

The temporary houses of some households in Quang Trung commune (An Lao) in the roundabout construction project connecting the Hanoi-Hai Phong expressway to National Highway 10 have not been compensated or cleared.

The volume of land clearance for residential land is very large, about 12 thousand m2, involving 150 households in An Thang, Tan Vien, An Thai, My Duc, Quoc Tuan, Quang Trung communes. But up to this point, a compensation and support plan has not been completed. Even for households located on the "critical path" of the progress of the EX7 package directed by the city in Notice No. 235, difficulties and problems have not yet been resolved. For the land owned and exploited by organizations, including Cuong Ngoan Company, the City People's Committee has just decided to recover the land, the district has not yet completed a compensation and support plan. Currently, the competent authority has approved the compensation plan and supported the relocation of the graves, but has not found a new location. Besides, the relocation of 220kV, 110kV, 10kV, 6kV, 0.4kV power lines in the district is very slow.

Head of the Department of Natural Resources and Environment of An Lao district, Bui Thi May, said: the district is focusing heavily on resolving difficulties and obstacles in the construction of land clearance for the Hanoi - Hai Phong expressway. The appraisal of compensation and support plans for households with agricultural land and residential land within the project has been completed. However, there are many major problems such as determining the land plot for cadastral map planning to build KEMA poles to serve the removal of 220kV power lines in Quoc Tuan commune, Tan Vien...

Mr. Dao Van Chien - General Director of VIDIFI said: Hanoi - Hai Phong Expressway is the first expressway project in Vietnam designed according to international standards, including 6 lanes, including 2 emergency stop lanes; 100% of foreign contractors won the construction bid, the average value of 1km of Hanoi-Hai Phong expressway is about 10 million USD. Therefore, it is expected that this project will have the best quality ever. According to the Government's direction, by 2013, the items of the Hanoi-Hai Phong expressway project will be basically completed and allowed to open to technical traffic. It is expected that in June 2014, the entire 103 km route from Hanoi to Dinh Vu dam - Hai Phong will be completed and put into operation. However, if site clearance work does not ensure time, it will be very difficult for construction to be carried out on a rolling basis, affecting the quality of the project. Therefore, for An Lao district, site clearance work must be even more drastic in the sprint period at the end of 2011.

The Hanoi - Hai Phong expressway passes through An Lao district with a length of 13.6 km, a width subject to land clearance of 100m, a total area subject to land clearance inventory of nearly 2 million m2, passing through 6 communes including: Quang Trung, Quoc Tuan, Tan Vien, An Thang, My Duc and An Thai. The number of households with land recovered is 3,441. Residential land area is 12,463m2 with 576 households. The number of graves that had to be relocated was 1,138, and the number of resettled households was 585 households.

Accordingly, An Lao district has completely resolved the cases of households with agricultural land who have not received compensation for the construction of the National Highway 10 bypass and the 110kV Dong Hoa-Long Boi power line. The competent authority urgently approves the compensation and support plan for 29 households on National Highway 10 (especially 7 households located on the National Highway 10 bypass) and 24 households located in the National Highway 10 traffic corridor; Urgently approve the compensation plan and hand over the premises of Cuong Ngoan company to serve moving the 110kV power line. At the same time, approved the plan to move the grave located on the National Highway 10 bypass; Approve the adjusted estimate and conduct site clearance to serve the erection of temporary KEMA poles, as well as urge the main contractor to sign a subcontract with Power Transmission Company 1 as committed to erect KEMA poles. In addition, contractors moved technical infrastructure works, speeding up the construction progress of power lines constructed by An Lao Electricity (construction has not been completed for more than a year).

It is known that the People's Committee of An Lao district has submitted an official document to the City People's Committee and relevant branches allowing the district to apply calculation and compensation prices to 29 households along route 1, National Highway 10, section 100m from Kenh intersection to the blockhouse. Up to now, the City People's Committee has approved and created conditions for An Lao district to clear land, ensuring handover of the site on schedule to the construction unit.
