The Hanoi - Hai Phong expressway project through Hai Phong is 32.57km long, one of the localities with a fairly long expressway passing through. Although there are still some problems, by the end of June 2012, the site clearance (clearance) to hand over to the construction contractor has been basically completed by the localities of Hai Phong City.

Mr. Do Trung Thoai - Vice Chairman of Hai Phong City People's Committee - affirmed: The city determines that the Hanoi - Hai Phong expressway project is an important large-scale project, belonging to the city's key projects to focus on directing.
After nearly 5 years of implementation, up to now, the entire route passing through Hai Phong has basically handed over 100% of the agricultural land area to the project investor. The residential land area of households handed over to investors reached 98%. However, because there are still some households who do not agree with the compensation and support price, there are still complaints and not handing over the site to the investor, affecting the progress of the project.
Accordingly, the project through Hai Phong territory was assigned to 4 localities: Hai An district, Duong Kinh district, Kien Thuy district, An Lao district as investors of site clearance sub-projects. The most problematic points at present are Mr. Dao Viet Phang's household at the National Highway 10 bypass in An Lao district. Even though he received compensation, he still obstructed and threatened the construction contractor. 9 other households in Quang Trung commune have not received compensation; Regarding residential land area, some households have not yet received compensation.
In Duong Kinh district, there is still 4 hectares of construction that has not yet begun because 61 households in Hai Thanh ward have not yet refused to hand over the site. (Because the origin of the land in this area was determined by the authorities to be vacant land, people have bought and resold it many times, leading to people not agreeing with the support plan). This is an important location in the critical path of the project's progress due to the need to handle soft soil, requiring a long loading time to construct the overpass slope, and needing to be urgently handed over to the construction unit...
The city will protect the construction contractor
According to Mr. Nguyen Quang Tu - Head of Representative Office - Vietnam Infrastructure Development and Financial Investment Company (VIDIFI) Hai Phong branch, the area requiring site clearance for the project passing through Hai Phong is 425 hectares, of which about 29 hectares is residential land for 1,250 households. In addition, the project must also liberate about 3,400 graves, many power lines, public works... The route also has many river bridges and 5 overpasses with 3 construction contractors. The project has also implemented 13 resettlement areas for households whose land was recovered.
The cause of the problems in the land acquisition process - according to Mr. Do Trung Thoai - is that a lot of area has been cleared, while previous land management in the locality still had many shortcomings, so determining the origin of the land is still difficult. This leads to determining compensation and support plans that are still difficult and complicated.
Meanwhile, the investor had to adjust the technical design, plus the contractors were all foreigners, so the coordination with local agencies in compensating for damage to structures, crops, houses... damaged by construction was not timely and thorough, causing people in some places to not support and hinder construction.
However, Mr. Thoai affirmed that the City People's Committee has directed and required localities where the highway passes through to review all records and procedures on recovery, compensation... to ensure people's rights. The city also directed functional agencies to coordinate and resolve problems to quickly hand over the site to the construction unit, especially focusing on locations within the project's critical progress path.
The City continues to mobilize households to comply with the State's compensation and resettlement policies, and at the same time prepares enforcement plans in accordance with the law to organize implementation for households who intentionally do not comply. "For households that have received compensation and support but still deliberately do not hand over the site and obstruct the construction contractor, the city will take measures to protect the construction contractor in absolute safety and in accordance with the law" - Mr. Thoai said.
The project has a total length of 105km from Hanoi, passing through the provinces of Hung Yen, Hai Duong and Hai Phong City. The cross section of the route is 100m wide, the road surface is 32.5 - 35m wide with 6 lanes, design speed up to 120km/h (cars under 60km/h and motorbikes are not allowed on this road). The project was started construction in 2008 with a total initial investment capital of 25,000 billion (currently adjusted) with Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) as the investor.
