The Congress heard the Report on the results of implementing the Resolution of the Congress for the 2010 - 2015 term, the direction of tasks for the 2015 - 2020 term, the review of the Party Executive Committee for the 2010-2015 term, the Report summarizing the participation and comments on the Draft Report Documents of the 2nd National Congress of the Party Committee of the National Development Bank, the 12th National Party Congress of the Party, and a number of presentations. on implementing political tasks, proposals, solutions and recommendations in Vidifi's activities.

During the 2010 - 2015 term, the Vidifi Party Committee developed a work plan to carry out the main tasks: opening the Hai Phong section to traffic in 2014, opening the entire project to traffic in 2015, submitting to the Prime Minister for approval of the investment mechanism for the Gia Lam Urban Area project, looking for domestic and foreign partners to deploy links and investment cooperation for infrastructure development projects synchronous with the expressway, completing procedures. Divest from a number of subsidiaries and develop well-operated companies, complete construction and put into use the project to renovate and modernize two National Highway 5 toll stations...

During the past 5 years, in the context of many difficulties in the economy, complex projects implemented with a pilot mechanism, lacking experience in managing large projects, the Party Committee and the collective of officials and employees have united and agreed to overcome difficulties, be dynamic and creative, strive to achieve basic goals: ensure material security for the project, coordinate well with relevant units to remove difficulties in site clearance, manage project quality, and basically ensure Ensure progress according to plan.

For the Hanoi - Hai Phong expressway project, on December 31, 2014, 3 main construction and installation packages were basically completed in Hai Phong city, and on May 27, 2015, auxiliary packages were completed and put into operation. It is expected that by August 15, 2015, the Hai Phong - Hung Yen section will be open to traffic and by December 31, 2015, the project will be completed and put into use. Vidifi focuses on project quality management to strengthen control and quality management of items, especially road surface structures, bridgeheads, culvert heads, soft soil treatment; The quality of the project has been evaluated as good by the State Acceptance Council and the Ministry of Transport, and no serious incidents have occurred.

When completed and put into use, the project will be the main traffic axis connecting Hanoi capital with Hai Phong Port, with Lach Huyen deep-water port, International Airport in Hai Phong, Ha Long city, creating conditions for the development of new industrial parks in the region, connecting important seaports in Northern Vietnam with southern provinces of China, and at the same time clearing congestion on National Highway 5, will satisfy the rapidly increasing transport demand and meet the requirement of shortening travel time between Hai Phong City as well as Hanoi Capital and other provinces.

This key infrastructure project was also awarded by the Association of Development Financial Institutions in Asia-Pacific (ADFIAP) at the 38th ADFIAP Annual Conference recently held in Nha Trang, Vietnam.

To ensure security for the project, the Corporation has signed a coordination regulation with the General Department of Security and C46. The Party Committee has also directed the Executive Board to promulgate regulations on preventing and combating corruption and waste, and have inspection and supervision mechanisms to prevent negativity in project investment.

In Party building work, the Party Committee has done a good job of propaganda and education to raise awareness for determined officials and party members, especially requiring party members to raise their own awareness and responsibility for assigned work, promoting the spirit of "dare to think, dare to do, dare to take responsibility" for the progress, quality, and cost of the project. Focus on building and consolidating the organizational model of the Party Committee and Executive Board in accordance with mission requirements, ensuring the Party's comprehensive leadership role in the unit and improving the quality of party members.

He requested that in the coming time, Vidifi Party Committee continue to direct and strive to complete the project according to the schedule assigned by the Prime Minister, to be worthy of being a project to welcome the Party Congress of the Central Enterprise Sector, the 12th National Party Congress.
