VIDIFI and Vietnam Road Administration: Strengthen coordination and improve the efficiency of traffic infrastructure maintenance management

On the occasion of the beginning of spring 2026, on March 18, Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) held a meeting with leaders of Vietnam Road Administration at VIDIFI headquarters. This is an opportunity for the two sides to look back at the journey of coordination in 2025, and discuss frankly about the contents that need to continue to be improved to improve the quality of management, operation and maintenance of the Hanoi - Hai Phong expressway and National Highway 5 in the coming time.

As for the Vietnam Road Administration, the working group was led by comrade Nguyen Thanh Hoai - Deputy Director, along with leaders and experts of the departments: Planning - Finance, Science and Technology, Environment and International Cooperation, Maintenance Management, Traffic Organization Management and Construction Investment.

VIDIFI's side includes members of the Board of Directors; Board of General Directors, advisor to the Board of General Directors; Leaders of Departments: PMO, QLBT Management & Economics QL5, Economics - Technology, Office of the Board of Directors; SCNC QL5, Planning – Investment, Finance – Accounting; with the Board of Directors of Hanoi - Hai Phong Expressway Management and Operation Company Limited and VIDIFI Road Construction and Repair Enterprise.

In 2025, with close coordination with the Vietnam Road Administration, VIDIFI has basically completed regular maintenance and upkeep on both routes, contributing to ensuring safe and smooth traffic, well serving the travel needs of people and goods transport activities.

Notably, VIDIFI has proactively reviewed and improved internal processes; Assigning cross-appraisal functions between specialized committees; At the same time, promulgate a design appraisal and approval process with clear tasks, clear responsibilities, and clear processing time. These adjustments have contributed to shortening the progress of maintenance work, while improving the quality and efficiency of implementation.

Speaking at the meeting, Mr. Tran Anh Tu - General Director of VIDIFI emphasized:

"In 2025, despite many challenges, VIDIFI has strived to perfect the internal management system, speed up maintenance progress and always put safety and smoothness for traffic participants first. We appreciate the close companionship and direction of the Vietnam Road Administration during the past time, and look forward to continuing to receive support to further improve the quality of management and operation of the two roads in the coming time."

Besides the positive results, the two sides also frankly acknowledged a number of problems that need to be overcome soon, especially related to the progress of implementing some maintenance and repair items and the coordination and agreement process between units. Clearly identifying remaining problems is an important basis for the two sides to continue to learn from experience and adjust coordination methods, aiming to improve implementation efficiency in 2026 and the following periods.

At the meeting, VIDIFI proposed a number of solutions to optimize the coordination process, shorten procedure processing time, enhance decentralization of authority and improve flexibility in managing maintenance costs closely to actual implementation. The proposals have been recognized and highly appreciated by the Vietnam Road Administration and are considered a basis for continuing to research and perfect the coordination mechanism in the future.

The two sides also agreed to speed up the signing of the BOT Contract Appendix on the updated Financial Plan until December 31, 2025, thereby creating a solid legal basis for the management, operation and implementation of tasks of the Hanoi - Hai Phong Expressway BOT Project in the next phase.

Another important content officially proposed by VIDIFI at the meeting is to request the Vietnam Road Administration to report to the Ministry of Construction to consider and approve the adjustment of the planning to expand the entire Hanoi - Hai Phong expressway from 6 lanes to 8–10 lanes over the entire length of 105 km, in accordance with the Road Network Planning for the period 2021–2030, with a vision to 2050.

Concluding the meeting, Mr. Nguyen Thanh Hoai - Deputy Director of Vietnam Road Administration gave important instructions, requesting VIDIFI to continue completing design documents, speed up the implementation of maintenance plans and increase the application of intelligent traffic systems (ITS) on the expressway. At the same time, he affirmed that Vietnam Road Administration will continue to review internal processes, speed up payment work and strengthen closer coordination with management and operation units during the implementation of tasks.

Speaking at the meeting, Comrade Nguyen Thanh Hoai - Deputy Director of Vietnam Road Administration said:

"Vietnam Road Department always appreciates VIDIFI's active cooperation and proactive spirit in the management and operation of two important national roads. Based on the valid recommendations raised, the Department will seriously consider perfecting the coordination mechanism, towards the common goal of ensuring the two roads are always safe, smooth and best serve the people and the economy."

The meeting took place in a friendly, open and responsible atmosphere, continuing to affirm the spirit of companionship between VIDIFI and the Vietnam Road Administration in the common mission: to maintain, effectively exploit and gradually develop the national transport infrastructure system towards safety, modernity, smoothness and sustainability.
