Receiving and managing toll stations: a difficult human resource problem

Implementing Decision No. 158/QD-BGTVT dated January 16, 2009 of the Ministry of Transport on transferring the entire 2 National Highway 5 toll stations intact to the Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) to collect fees to support funding for the Hanoi - Hai Phong Expressway project.

On January 19, 2009, at Toll Station No. 1 (Hung Yen), Vidifi and Road Management and Repair Company 240 (Road Department, Ministry of Transport) held a handover ceremony of Toll Station No. 1 and 2 of National Highway 5.

This is a step to concretize the Government's policy in implementing the construction of the Hanoi - Hai Phong expressway in the form of BOT, which was signed by the Vietnam Road Administration (a unit authorized by the Ministry of Transport) and Vidifi in Contract No. 7796/2008/HD.BOT-HN-HP dated October 30, 2008. According to the agreement reached between the two parties, Vidifi received all 366 workers on the salary list of the two stations as of December 31, 2008; At the same time, the employees' current titles and jobs remain intact. Mass and mass organizations still operate according to the term of the Congress and the regulations of that organization.

Road Management and Repair Company 240 handed over to Vidifi a number of tickets to collect fees immediately upon receiving the official handover (0:00 on January 20, 2009). Vidifi is responsible for paying all benefits for workers at 2 ticket checkpoints from January 20, 2009. Other handover tasks will be continued by the two sides immediately after the handover and reports will be sent to the Vietnam Road Administration, Road Management Area II, the local government and Tax Department 2 where the toll station is located.

After receiving the handover of the above two toll stations, Vidifi hired the service to manage the operations of these stations. Since then, the operation of the two stations has been continuously guaranteed, ensuring smooth traffic on National Highway 5. Revenue in 2009 increased by about 12% compared to the previous year.

In addition to stabilizing operations, Vidifi has reviewed and rearranged redundant workers (about 216/366 existing workers); thereby resolving benefits for 91 employees and organizing advanced training classes to prepare for toll collection operations after modernization. Vidifi also approved the project, selected contractors to upgrade and modernize 2 toll stations with "one stop" technology, using new management technology, bringing toll collection activities into order and preventing revenue loss.

On December 4, 2009, the Ministry of Transport issued Decision No. 3630/QD-BGTVT on transferring the original status of Tien Cuu toll station (National Highway 10) to Vidifi to support site clearance costs for the Hanoi - Hai Phong expressway project; Accordingly, the handover date is January 1, 2010.

Thus, in 2010, arranging, arranging and solving jobs for redundant workers at 3 toll stations will be a rather complicated problem for Vidifi.
