On April 25, 2008, at the Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI), a proposal opening ceremony for Package EX-9 under the Hanoi - Hai Phong Expressway Construction Project took place. Package EX-9, (section from km 91 + 300 to km 96 + 300 in Hai Phong City), was implemented with loans from the Export-Import Bank of Korea. (KEXIM Bank) and domestic counterpart capital borrowed from Vietnam Development Bank (VDB).
