Promote site clearance work for the Ha Noi–Hai Phong Expressway Project

For the first time, the Site Clearance Conference for the Ha Noi - Hai Phong Expressway Project was organized by Vidifi on June 14, 2008, in Hai Phong. Attending the Conference were leaders of Hai Phong City People's Committee, Hung Yen Provincial People's Committee, VDB leaders, Ministries: Natural Resources - Environment, Planning and Investment, Traffic - Transport, Investment Department (Ministry of Finance), Vinaconex Corporation, Standing Committees of Land Clearance Steering Committees of Hanoi, Hai Phong, Hai Duong, Hung Yen provinces; Leaders of relevant departments and branches in the province, districts and districts of 4 localities that the high-speed car route passes through.

VIDIFI General Director Dao Van Chien reported at the Conference.

Mr. Dao Van Chien - General Director of Vidifi reported on the status of site clearance work for the project and initially summarized the advantages and difficulties in actually implementing the work. From the perspective of the Investor, since implementing the project, Vidifi has received special attention from the Government; Investor's positivity and initiative in capital resources; the consensus and high determination of local authorities at all levels, and the sense of compliance of local people where the expressway passes. Besides these advantages, site clearance work also faces some difficulties, which are:

+ Propaganda work about the project and local clearance and resettlement policies is still slow, some people in the project's affected area are not assured...

+ Land management in some localities is still not strict, causing difficulties in determining the origin of land and legal owners as a basis for formulating compensation plans to support site clearance and paying compensation to households. In some localities, despite receiving notices of land recovery policies and requests to maintain the current status of land within the land clearance boundaries, some households still arbitrarily plant trees and expand construction works, making statistics and compensation for land clearance encounter many difficulties.

+ The progress of project implementation is very urgent. To ensure time, land clearance boundary markers and temporary orientation markers must use wooden stakes, making preservation difficult, affecting cadastral mapping and field counting work...

+ Policy mechanisms related to site clearance compensation in some localities are still not specific and consistent, leading to difficulties in planning, compensation, and site clearance support. The compensation and support policy for households with aquaculture land (in Hai Phong) is not specific, so compensation for households has not been implemented.

Based on the opinions of ministries, branches and localities, they all focus on solutions to implement the site clearance plan in the coming time such as: ensuring funding sources; soon complete and announce the design plan; Propose to the Ministry of Planning and Investment and the Ministry of Finance a unified mechanism for land clearance compensation and migration in bordering areas; Urgently deploy the construction of infrastructure in resettlement areas and technical infrastructure works in the area the road passes through; Publicize detailed designs and construction plans for frontage roads, overpasses, and underground sewers before approval;...

With the role of Investor, General Director of Vietnam Development Bank Nguyen Quang Dung emphasized: VDB places site clearance of the project as a top important task even though this subproject was assigned by the Prime Minister to localities. In actual implementation, from the beginning, VDB sent experienced staff to support the Land Clearance Council of districts in Hai Phong. At the same time, the General Director also affirmed: VDB and Vidifi always ensure enough resources to serve the land clearance work of localities, the problem is to ensure correct financial management principles.

The conference focused on discussing and agreeing on issues related to the route and developing a plan to organize monthly meetings.
