Preliminary conference summarizing 01 year of coordination to ensure economic security between General Department of Security II and VIDIFI

On July 30, 2010, in Hai Phong city, Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) coordinated with the General Department of Security II - Ministry of Public Security to organize a Preliminary Conference on 01 year of implementing the Regulation on coordination on internal political security and economic security.

The conference aimed to evaluate the results achieved after one year of implementing the Coordination Regulations (signed on June 6, 2009), and at the same time set out directions for close cooperation between investors and security forces during the peak period of construction of the Hanoi - Hai Phong Expressway project.

Attending the Conference were Lieutenant General Vu Hai Trieu - Deputy Director General of General Security Department II, Lieutenant General Hoang Cong Tu - Deputy Director General of General Security Department II, Major General Nguyen Duc Hiet - Director of General Economic Security Department, Mr. Do Trung Thoai - Vice Chairman of Hai Phong City People's Committee, Mr. Nguyen Quang Dung - General Director of Vietnam Development Bank, Mr. Dao Van Chien - General Director of Vidifi, Deputy General Directors, leaders of Departments of Vidifi and his comrades are leaders of the General Economic Security Department, the General Staff Department, the Political Department, and the Banking Department; Police leaders of the provinces and cities of Hanoi, Hai Phong, Hai Duong, Hung Yen and leaders and officers of departments of the General Department of Security II and of the Police of localities where the project passes through.

Report on the results of 01 year of implementing the Coordination Regulation

At the conference, VIDIFI General Director Dao Van Chien presented a preliminary report, highlighting positive changes in project security coordination, including the following outstanding results:

1. Implementation status of the Hanoi-Hai Phong expressway project
Up to now, the site clearance work has been completed about 95% (provinces and cities have basically completed land clearance for agricultural land); The remaining land that has not been cleared is residential land, technical infrastructure works (electric lines, petroleum pipelines) have not been moved.

On May 11, 2010, Deputy Prime Minister Hoang Trung Hai directly inspected, inspected and directed the project implementation situation, especially for site clearance implementation. Implementing the direction of the Deputy Prime Minister, provinces and cities have implemented more drastically, land clearance work has had positive changes, especially residential land clearance work.

The mine clearance work has been completed corresponding to the cleared land area along the entire route, and the clean site has been promptly handed over to contractors for construction.

The Contractors have basically completed the organic peeling work (BHC), the road construction ground has been basically formed along the entire route; completed the work of mobilizing personnel, carrying out the following tasks: additional geological survey, material testing, building overall progress, mobilizing machinery and equipment, constructing public service roads... By the end of Quarter 3/2010, 10/10 main construction and installation packages will be organized for synchronous construction on the entire route.

2. Coordination and results of 1-year implementation of regulations between General Department of Security II and Vietnam Infrastructure Development and Financial Investment Corporation.

Immediately after signing the regulations (June 6, 2009), the General Department of Security II directed and sent official dispatches instructing the police in localities where the Hanoi - Hai Phong expressway route passes; At the same time, VIDIFI also issued a document directing Boards, Divisions, Member Companies, and Representative Offices in localities to thoroughly grasp the contents signed with the General Department of Security II and request absolute compliance to ensure the regulations are strictly implemented.

Regularly propagate and mobilize the public to support the project, creating favorable conditions for the site clearance process as well as construction. Propagate to people to clearly understand the nature and importance of the project, understand the compensation policy and limit complaints demanding price increases. 

3. Organize construction protection work for contractors, coordinate with functional agencies to organize site clearance enforcement.

Department A85 and local police have closely coordinated with the People's Committees of districts and the Land Clearance Compensation Board to well protect the work of inventory, compensation payment and land clearance with high efficiency, without any complicated incidents related to security and order occurring. Advise authorities at all levels and investors to completely resolve cases of people arbitrarily expanding, building houses, planting more trees on recovered land for profit.

Resolve cases related to theft of property and construction equipment of contractors, exchange information about the local crime situation so that investors and contractors can do a good job of preventing and fighting all types of crimes to ensure security and order. Since signing the coordination regulations, local police have resolved over 10 cases of property theft and disorder at the construction site.

Also at the conference, a lively discussion took place among the units participating in implementing the regulations and some outstanding opinions emerged as follows:

The exchange of information between the investor (Vidifi) and the General Department of Security II is sometimes infrequent, complex incidents that occur unexpectedly are not reported promptly; Since then, advice and handling have not really created deterrence, education and prevention. To improve the effectiveness of regulations, General Director Dao Van Chien recommends:

  • On Vidifi's side, it is necessary to increase information exchange with the General Department of Security II, especially information about the project, site clearance work, construction contractors, implementation progress as well as internal security complications.
  • Further strengthen coordination and timely, accurate, complete information and proactive coordination between Vidifi representatives in the provinces and local police.
  • On the part of the General Department of Security II: the upcoming peak period in construction, the construction site will gather many people, many components, many nationalities, therefore, it is recommended that the security side continue to closely follow the tasks of production and business, investment and implementation of projects, Vidifi's internal security situation, loopholes and inadequacies in economic management, business investment, capacity and historical factors of the contractor; Reflect this information promptly, helping Vidifi evaluate personnel, select the best contractor, and maintain internal security.
At the Conference, representatives of the provincial police proposed that Vidifi further strengthen information exchange, propose measures to support funding to equip forces and support equipment for forces participating in project protection; At the same time, propose some measures and experiences to solve some specific cases.

Delegates Colonel Dang Van Duong (Deputy Director of Hai Duong Police), Colonel Luong The Ngoc (Head of Security Department of Hai Phong City Police), Bui Ngoc Phi (Deputy Director of Hung Yen Police) and Lieutenant Colonel Le Anh Son (Hanoi Police) all expressed their interest in information coordination between the two sides. Information needs to be quick, timely, complete, and accurate, and the person providing the information needs to have opinions on how to handle the information.
In some cases, if we have information and do good public work, mobilization and education, we can resolve previous frustrations and conflicts and reduce the complexity of the problem.

Speaking at the Conference, NHPT General Director Nguyen Quang Dung once again emphasized the meaning and importance of the Hanoi - Hai Phong expressway project:

Implementing Resolution No. 54/NQ - TW of the Politburo dated September 14, 2005 on socio-economic development and ensuring national defense and security in the Red River Delta until 2010 and orientation to 2020, the socio-economic development strategy for the Northern key economic region has been approved by the Government. The economic triangle Hanoi - Hai Phong - Quang Ninh is rising strongly, becoming a driving force for development in the Northern economic region. Since joining the WTO, this economic triangle has developed even more strongly, the demand for traffic - freight transport and tourism is huge. Therefore, the Government has decided to accelerate investment in infrastructure construction for the Northern key economic region, including the Hanoi - Hai Phong expressway project, the bridge and road project to Cat Hai island, the Lach Huyen deep-water port construction project...

Because of the significance and stature of this road, the Prime Minister issued Decision 1621/QD-TTg dated November 29, 2007 deciding on a number of pilot mechanisms and policies for investment in the Hanoi - Hai Phong expressway project; in which: assigned VIDIFI as the project investor; assign the provinces and cities of Hanoi, Hai Phong, Hai Duong, and Hung Yen to be investors in implementing site clearance and resettlement sub-projects; Allows Vietnam Development Bank to use long-term mobilized capital and a part of charter capital to contribute 51% of VIDIFI's charter capital, on the basis of not affecting the implementation of the State's development investment credit tasks currently managed by VDB.

According to General Director Nguyen Quang Dung, protecting internal political security is a very important task contributing to the success of the project. The General Director requested Vidifi to accept comments from provincial police representatives, and at the same time deduct funds for project implementation to support functional forces in coordination work, according to current provisions of law.

Speaking at the Conference, Lieutenant General Vu Hai Trieu directed: to protect the project well, the police force and Vidifi must first contribute to stabilizing internal security. If you want to implement the regulations well, you must ensure timely information; Information must be regularly exchanged by both parties and handled promptly, according to the principle thoroughly grasped by the Ministry of Public Security of "on-the-spot resolution principle". Grasp the information to find solutions early, instead of waiting for an incident to happen before dealing with it. To do so, the security side needs to further strengthen coordination and information exchange with Vidifi; locally is the exchange between the provincial police and Vidifi's representatives and subsidiaries in the province; At the General Department and Department level, there is coordination and exchange with Vidifi leaders and departments.

The Lieutenant General also said that he will consider and apply a number of special professional measures to enhance security for the project in the coming time, when construction packages (EX) are deployed throughout the route.

Summarizing a year of implementing the regulations, General Director Nguyen Quang Dung and Lieutenant General Hoang Cong Tu awarded 4 groups and 4 individuals with outstanding achievements in implementing the regulations: Postal Traffic Security Team (Department of Economic Security, Hanoi City Police), An Thi District Police (Hung Yen Provincial Police); Economic Security Department (Hai Duong Provincial Police), Economic Security Department (Hai Phong City Police), Lieutenant Colonel Nguyen van Loc (Economic Security Department, Hai Phong City Police), Major Luong Anh Hung (Economic Security Department, Hanoi City Police), Senior Lieutenant Nguyen Thanh Hung (Economic Security Department, Hai Duong Provincial Police) and comrade Nguyen Van Toan (Economic Security Department, Hung Yen Provincial Police).
