Traffic cutting ceremony for the 22.7km route through Hai Phong City - Hanoi - Hai Phong expressway project.

Attending and witnessing the traffic opening ceremony, on the part of central agencies and ministries, there were Mr. Dinh La Thang, Minister of Transport, Mr. Bui Van Cuong - Secretary of the Party Committee of the Central Business Sector, Mr. Nguyen Hong Truong, Deputy Minister of Transport and comrades representing units of central Ministries, branches and organizations.

On the foreign side, there were Mr. Joo Hyung Hwan - Deputy Minister of Strategy and Finance of Korea and representatives of the Department of Foreign Economic Relations of the Ministry of Strategy and Finance of Korea, Korea Export-Import Bank; Representative of the Chinese Embassy in Vietnam and capital sponsors: Citibank, Sumitomo Mitsui Banking Corporration, Sumitomo Trust Banking Corporration.

On the shareholder side of VIDIFI are Mr. Nguyen Quang Dung - Chairman of the Board of Management of Vietnam Development Bank, leaders of Development Bank and representatives of units under Vietnam Development Bank, Joint Stock Commercial Bank for Foreign Trade of Vietnam, and VINACONEX Corporation.

At the ceremony, after the report of the representative of the Investor, Construction Contractor, Supervision Consultant, Ministry of Strategy and Finance of Korea, leaders of Hai Phong City, on behalf of the State management agency, Deputy Minister of Transport Nguyen Hong Truong officially issued an order to open the first 22.7 km section of the Hanoi - Hai Phong expressway project through Hai Phong city to traffic.

Speaking at the ceremony, Deputy Minister Nguyen Hong Truong also appreciated the dedication, efforts and recognized the positive results of the construction units, investors, and contractors in striving to open the route to traffic. The operation and exploitation of the first 22.7 km section can be considered a strategic success in building the most modern standard-scale highway in our country up to the present time and is a pioneering project implemented in the form of BOT.

Speaking at the Ceremony, Mr. Nguyen Van Tinh, General Director of VIDIFI, Project Investor said: The 22.7 km section of the Hanoi - Hai Phong Expressway Project from the intersection of National Highway 10 to the intersection with Pham Van Dong Street (in Hai Phong City) has been put into temporary operation since May 27, 2015. After nearly 1 month, VIDIFI has continued to complete and add items as requested by the State Acceptance Council, and up to now, this section of the route is eligible to be put into official exploitation and operation.

Completing traffic and officially putting into operation the 22.7 km route in Hai Phong City on schedule, ensuring quality requirements is the initial success of the Project, helping vehicles circulate from Thai Binh, Nam Dinh, Ninh Binh and southern provinces to Hai Phong and Do Son more conveniently; This is also an important milestone in ensuring the completion and putting into use of the entire Hanoi - Hai Phong high-speed automobile route.

To encourage vehicles to travel on sections of the Hanoi-Hai Phong expressway, VIDIFI applies a standard toll of 1,500 VND/km/vehicle, similar to the toll currently collected on the Noi Bai-Lao Cai, Ben Luc-Long Thanh and Cau Gie-Ninh Binh expressways (four-lane sections).

VIDIFI offers a toll fee schedule for traveling on this 22.7km expressway as low as 35,000 VND/vehicle for vehicles with less than 12 seats; Trucks with a load capacity of less than two tons, public passenger transport buses, and the highest price for trucks with a load capacity of 18 tons or more, 40-foot container trucks is 180,000 VND/vehicle.

The Hanoi - Hai Phong expressway route is invested and built according to class A expressway standards, with 6 lanes and 2 emergency stopping lanes, road surface width of 33m, a hard median strip in the middle, green strips on both sides and a collector road system, design speed of 120km/h.
