Minister of Transport inspected the Hanoi - Hai Phong expressway project
On the morning of February 20, 2015 (the 2nd day of the Lunar New Year of the Goat), Minister of Transport Dinh La Thang and a delegation from the Ministry of Transport (MOT) inspected the Hanoi - Hai Phong expressway project - a key project invested by Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI).
Reporting to Minister Dinh La Thang and the working group at the construction site, Mr. Dao Van Chien, Chairman of the Board of Directors of Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI), summarized: as of February 13, 2015, the total value of construction volume of main bidding packages of the project reached nearly 84%, basically ensuring progress according to the direction of the Ministry of Transport. Site clearance work has been basically completed on the entire route. Technical design work and technical design adjustment of main construction and installation packages have been actively implemented; Ancillary packages on traffic safety, electricity - lighting systems, toll gates, toll stations, smart traffic systems, central administration building... are in the stage of selecting construction contractors to ensure synchronous completion with the main construction packages. At the same time, the Minister also directly heard reports on difficulties, problems and recommendations, suggestions, and solutions from the Investor, contractors, and supervision consultants during the construction process in bidding packages of the project.
After listening to the opinions of representatives of the investor and contractors, Minister Dinh La Thang spoke and affirmed that this is an important national project, of great significance for the development of the country's key economic region, so it is necessary to seriously ensure progress as planned. By the end of 2015, the project must be put into operation under the direction of the Prime Minister. Time is running out, so the investor and contractors must mobilize total construction resources to ensure progress and quality of the project. In addition, investors and contractors must complete the traffic safety system, signs and signal lights in accordance with international standards.
The Minister requested the VIDIFI investor to complete the connection of the Hai Phong - Hai Duong expressway by April 30, 2015 at the latest. For the EX1B package through Gia Lam district (Hanoi), because it has to construct up to 8 bridges, access roads and handle soft ground, the Ministry of Transport has requested the joint venture contractor Cienco1 - Cienco4 not to be subjective and must ensure the construction progress, because this is the main package that determines the progress of the entire project. For the two bidding packages EX5 and EX6, the Minister agreed to allow investors and contractors to unload ahead of schedule and post signs to wait for settlement to speed up construction progress. At the same time, adequate resources must be allocated for continuous construction on the entire route, including during the Lunar New Year to ensure progress. During the construction process, units must coordinate with the authorities of the 5 provinces and cities where the project passes through to take measures to ensure safe construction.
During the inspection trip, Minister Dinh La Thang met, visited, and gave New Year gifts to officials, engineers, and workers at the construction site of the Hanoi-Hai Phong expressway project. The Minister also shared and encouraged relevant individuals and units to make efforts, closely coordinate, and determine to ensure the progress of completing the national key project on time./.
