On January 8, in Hanoi, Vietnam Infrastructure Development and Financial Investment Corporation (Vidifi) was officially launched.

Vidifi has a charter capital of 5,000 billion VND, of which Vietnam Development Bank (VDB) contributes 50%, Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) contributes 29%, Construction Import-Export Corporation (Vinaconex) contributes 10% and Saigon Investment Group (Saigon Invest Group) contributes 10%.
Vidifi will operate in areas such as: infrastructure construction, investment in construction of transportation projects, roads, industrial parks, urban areas, service areas, logistics, financial investment, securities and other industries according to the provisions of the Enterprise Law.
In the immediate future, Vidifi was assigned by the Prime Minister to be the investor of the Hanoi - Hai Phong expressway project (new road 5) in the form of BOT with a total investment capital of up to 24,000 billion VND.
Also at the launching ceremony, Minister of Transport Ho Nghia Dung, on behalf of the Government, announced the Prime Minister's decision on a number of pilot mechanisms and policies for investment in the Hanoi - Hai Phong expressway project. The project has a length of 105.5 km with the starting point being Ring Road 3 of Hanoi city and the ending point being Dinh Vu Dam, Hai An district (Hai Phong).
According to the design, the project will be a type A highway with a calculated speed of 120 km/h, including 6 lanes with a road surface width of 35 m. It is expected that phase 1 of the project will start in May 2008, build the entire route in October 1009 and be completed in 2011.
