The toll rate during the operation phase on this first route is 1,500 VND/km for standard vehicles. The length when completed will be 105.5 km. With the starting point of the intersection with Ring Road 3 of Hanoi city. The final point is Dinh Vu port (Hai An district - Hai Phong).

The project is built according to class A highway standards, with 6 lanes, maximum design speed of 120 km/h, minimum speed of 60 km/h. It is expected that the entire route will be completed and put into operation in December 2015.
