Hanoi - Hai Phong Expressway Project

The Hanoi - Hai Phong expressway was approved by the Ministry of Transport to be built according to international standards, connecting Hanoi Capital with Hai Phong Port City, passing through 4 provinces and cities: Hanoi, Hung Yen, Hai Duong and Hai Phong.

1. Route location
  • Starting point:Located on Ring Road III of Hanoi City, 1,025 m from the northern abutment of Thanh Tri Bridge towards Bac Ninh province, in Thuong Hoi village, Thach Ban ward, Long Bien district, Hanoi city.
  • End point: Dinh Vu Dam, Hai An District, Hai Phong City.
2. Scale and design standards
The route is designed according to Class A expressway standards with the following main technical parameters:
  • Total route length:105.5 km
  • Intersection: 7 intersections with different levels at intersections with national highways
  • Bridge works:17 large bridges, 24 medium bridges, 22 overpasses and intersection bridges; The total length of the bridge is about 14 km
  • Design speed: 120 km/h
  • Average cross-sectionn: 100 m, including 6 driving lanes (each lane 3.75 m wide), 2 emergency stopping lanes, median strip, green strips on both sides and frontage roads at necessary locations
  • Intelligent traffic system:Equipped with a closed intelligent traffic control and automatic toll collection system; All traffic safety projects are designed and installed synchronously and modernly
  • Service area:Arranged at intersections and suitable locations along the route, providing full amenities including fuel supply, vehicle repair, hotels and restaurants.

  • Total investment:24,566 billion VND
  • Capital source:Capital contributed by shareholders of Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI); loans from Vietnam Development Bank, Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) and other legal funding sources.
4. Organize project implementation
  • Investor:Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI), was appointed under Decision No. 1621/QD-TTg dated November 29, 2007 of the Prime Minister on a number of pilot mechanisms and policies for investment in the Hanoi - Hai Phong expressway project.
  • Investment form:Build – Operate – Transfer (BOT). The investor makes construction investments and organizes payback fees for a period of about 35 years, then hands over the entire project to the State for management.
  • Management, design, supervision and construction are carried out by qualified and experienced international consultants and contractors.
