Hai Duong accelerates land clearance progress of Hanoi - HP expressway

The Hanoi - Hai Phong expressway route through Hai Duong province is 40.2 km long, including 4 packages from EX4 to EX7 passing through 29 communes of 04 districts of Binh Giang, Tu Ky, Gia Loc and Thanh Ha. Up to now, the total area handed over to the construction contractor of the line is 308.83 hectares out of a total area to be handed over of 402 hectares.
Land clearance work in Hai Duong faces many problems such as: guiding documents on land clearance procedures and orders are lacking and not specific, causing difficulties in the implementation process; There are still many intervening plots of land, converted land, bidding land, assets on land, infrastructure works, and graves on the sections handed over to the Contractor.


With the close guidance of the Provincial People's Committee and the Land Clearance Council with the Department of Transport as the Standing Committee of the Land Clearance Council, the land clearance work was implemented simultaneously, most of the problems were gradually removed.
Up to now, the agricultural land site has basically been handed over to the construction contractor. Package EX4, handed over to the Contractor 94% of the agricultural land area in Binh Giang, Gia Loc district handed over 82% of the area. Package EX5 has handed over to the contractor 85.5% of the agricultural land area, in Tu Ky, 73.7% of the area has been handed over. Package EX6 reached 74.3% of the area handed over to the construction contractor in Tu Ky district. As for package EX7, 100% of the area has been cleared and handed over to the Construction Contractor on February 11, 2009. The work of peeling off the organic soil layer at package EX4 has excavated on 7 noses with a total length of 7km. Package EX5 has been implemented on 3 noses with a completed length of 3 km.
Regarding resettlement migration, planning documents have been approved and a technical report is being prepared. The work of counting graves, land and assets on land, resettlement areas and cemeteries has been completed. There has been a decision to comprehensively reclaim land for 5/14 cemetery areas and 3/11 resettlement areas. The work of moving graves in Binh Giang district has been completed (204 graves), Tu Ky district has moved 1031 graves, Gia Loc district has completed a plan and advanced money to move. The remaining graves will be moved before the Qingming Festival (before April 4, 2009), so it will not greatly affect the timeline for handing over the site to the investor.
According to the plan, by the end of March 2009, the entire handover area is 370/402 hectares (92%), the remaining volume is residential land. The Provincial Steering Committee and Land Clearance Council of Hai Duong districts are determined to hand over the site to the construction unit on time, ensuring project progress.
