Attending the ceremony on the Korean side were Mr. Im Hong Jea - Korean Ambassador Extraordinary and Plenipotentiary to Vietnam, Mr. Moon Jae Jeong - Deputy Chief Representative of EDCF Fund, Kexim Bank in Hanoi.

On the Vietnamese side, there were Mr. Nguyen Quang Dung - General Director of Vietnam Development Bank (VDB), Mr. Vu Quy Ha - Deputy General Director of Vietnam Import-Export and Construction Company (VINACONEX), Mr. Pham Duc Hoa - Chairman of the Board of Directors of VIDIFI Corporation, Mr. Dao Van Chien - General Director of VIDIFI Corporation and Deputy General Directors and Leaders of Departments under VIDIFI Corporation.

The Hanoi - Hai Phong expressway project is expected to be divided into 10 construction packages (from EX-1 to EX10) and 7 auxiliary packages (from EX-11 to EX-17). Project implementation has been urgently coordinated by VIDIFI and relevant parties.

Construction and installation package EX-10 is a package under the Hanoi - Hai Phong expressway construction project, implemented with loans from the Korean Export-Import Bank - KEXIM Bank and domestic counterpart capital from the Vietnam Development Bank - VDB.

The EX-10 construction and installation package was organized by limited bidding among 12 Korean contractors and was approved by KEXIM Bank and VIDIFI Corporation. Through the synthesis of technical and financial evaluation results, contractor Namkwang ranked first. The evaluation results were approved by the VIDIFI Board of Directors in Resolution No. 25/QD-HĐQT, dated July 13, 2009. VIDIFI Corporation sent a letter of approval for contractor Namkwang to win the bid to construct the EX-10 package.

Package EX-10 from route km96+300 to km105+400 (in Hoa Nghia ward, Hai Thanh, Duong Kinh district - in Trang Cat, Nam Hai, Dong Hai wards, Hai An district, Hai Phong city); This is the first package starting from the sea. The road section of this package has a long bridge and especially the ground is very poor so it is very difficult to build.

Speaking at the ceremony, Ambassador Im Hong Jea affirmed: Namkwang is an experienced and famous Korean contractor. I believe that with the experience and technology that Namkwang has today, Namkwang will successfully complete the EX-10 contract. The contract signing ceremony for the EX-10 construction package of the Hanoi - Hai Phong expressway at this time is a very meaningful job, this is the most advanced expressway construction project, using the most modern technology in Northern Vietnam. Mr. Im Hong Jea hopes to receive the cooperation and assistance of VIDIFI and VDB so that Namkwang can successfully complete the EX-10 construction and installation package.
