Complete the construction of resettlement areas of the Hanoi - Hai Phong Expressway Project before March 2010

There have been many key works and projects of the Transport sector implemented in the past year, such as the City Expressway. HCM - Long Thanh - Dau Giay; Van Phong international transshipment port, Noi Bai - Lao Cai highway, Can Tho bridge,... however, implementation progress is generally still slow. One of the reasons for slow progress of key projects is site clearance.

According to the direction of Deputy Prime Minister Hoang Trung Hai, Head of the State Steering Committee for key works and projects, it is necessary to drastically accelerate the progress of these works by: regularly reviewing problems for timely adjustments; Investors can proactively hire project auditors; Ministries, branches, and localities accelerate the completion of the Project, accelerate disbursement progress, site clearance, handover of construction area, etc.

For the Hanoi - Hai Phong expressway, the Deputy Prime Minister directed that the construction progress of the project's resettlement areas must also be completed before March 2010. Currently, site clearance work on the entire route of the Hanoi - Hai Phong expressway project reaches about 85%, the remaining land that has not yet been cleared is residential land, cemetery land, technical infrastructure works (power lines, petroleum pipelines...) that have not been moved. Site clearance work on the entire route is still slow and not guaranteed to meet requirements, leading to slow construction progress for bidding packages.

On the entire route, 40 resettlement areas must be built (including 38 resettlement areas for households who have lost residential land and 2 areas serving the arrangement of service land to serve households who have lost > 30% of agricultural land). Up to now, out of a total of 40 resettlement areas, 33 areas have completed site clearance and deployed construction of 24 areas (Hai Phong 13 areas, Hung Yen 06 areas and Hai Duong 04 areas). There are currently 07 areas that have not yet completed site clearance, due to some problems in declaring and applying compensation prices for the recovered land area among the people.
