Adjusting the technical design of the entire Hanoi - Hai Phong expressway route

The Hanoi - Hai Phong expressway project was established in 2004; In the past 5 years, the socio-economic development planning of the localities where the route passes through has made significant developments and changes, so the technical design of the route needs to be adjusted to suit reality.

According to Mr. Nguyen Duc Minh - Deputy General Director of Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI): in the process of implementing the design of construction and installation packages and ancillary packages, the project encountered a number of problems that needed to be adjusted such as: according to international principles and practices on road traffic construction, low-level roads must have overpasses at intersections with highways; But during the project implementation process, localities where the Hanoi - Hai Phong motorway passes through have requested that the expressway must surpass all existing roads.

Creating favorable conditions for residential areas along both sides of the route causes a large number of underground sewers to be built (on average 1 sewer/1km). In fact, localities also require highways to ensure the technical specifications of the river system of Bac Hung Hai irrigation system.

These requirements cause the red elevation and longitudinal profile of the expressway to be raised, which is both expensive and does not ensure the quality of the project. On the other hand, the route passes through many complex geological areas, 80% of the road must be treated with soft soil with a depth of 20 to 43.5m, especially in the EX 10 package passing through Duong Kinh and Hai An districts (Hai Phong), with some points having to be treated up to 60 meters deep.

VIDIFI has proactively reported to Deputy Prime Minister Hoang Trung Hai, the Ministry of Transport and the Steering Committee of national key traffic projects all arising issues.

Implementing the direction of Deputy Prime Minister Hoang Trung Hai, Ministry of Transport on reducing the red line elevation, Vidifi has reviewed and agreed with localities and requested design consultants, readjusting the design of a number of direct and interconnected intersections, adjusting the design to handle soft ground accordingly.

In particular, at intersections between expressways and low-level roads, agreements have been reached with localities in the direction of building bridges over the expressway. After signing the contract addendum, the Design Consultant implemented it on schedule and committed to the Investor.
